Summary

A noncommissioned command staff position that manages the daily activities of the Police Support Services division of the Police Department and all noncommissioned support services staff including volunteers. Evaluates current practices, procedures and systems. Assists the Police Chief with planning and research, budget preparation, crime analysis, policy, procedure, personnel issues, and accreditation and professional standards.
Essential Duties

  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend and implement changes/improvements as needed; make recommendations for cost-savings.
  • Administer support services departmental policies and procedures; establish long and short term goals, objectives and priorities for the support services division; work with command staff to develop and manage department wide long range and strategic plans.
  • Compile data/information from a variety of sources to prepare summary reports, including state-mandated monthly national crime reporting (National Incident Based Reporting System (NIBRS)), monthly council report and other budget-related reports and analysis required by the Chief.
  • Serve as ACCESS Terminal Agency Coordinator (TAC) for the police department and maintain ongoing departmental compliance; ensure that all personnel maintain required ACCESS training and certifications as appropriate. In conjunction with City IT staff, provide computer hardware/software support, consultation and maintenance related to the police department network system. Report monthly validations reports to criminal justice resources such as New World, DOL, and WSP as agency TAC.
  • Monitor and coordinate the tracking, approval and correct coding of department expenditures.
  • Serve as a liaison to the Police Department and other City departments, outside agencies and the public;respond to citizen inquiries, resolve sensitive and controversial issues as needed;
  • Perform a variety of complex supervisory and technical tasks related to the management, retrieval, retention and destruction of police records, both in hard copy and electronic format, pursuant to state archive schedules. Under general direction of the City's designated Public Records Official, act as the department's public records official.
  • Prepares and submits regular reports regarding division activities.
  • Serves as liaison with Snohomish County agencies (Superior Court, District Court, Prosecuting Attorney, and Sheriff's Office), and City Prosecutor's Office as it relates to criminal citations, felony and misdemeanor charges and follow ups.
  • Act as liaison with City Fleet Manager and City Facilities Manager.
  • Conduct monthly, quarterly and annual evidence audit(s) and for courts as required by policy, accreditation standards, and law.
  • Responsible for supervising and coordinating the activities of the property and evidence section of the Police Department including the purchase, receipt and storage of supplies, equipment, and property.
  • Maintains control of police evidence, preparing records of articles and valuables received including description of article, name of owner, name of police officer from whom received and reason for retention; issuing property being retained as evidence to officer at the time of trial upon receipt of authorization; releasing lost or stolen property to owner upon proof of ownership; and planning, developing and implementing methods of operation as well as disposing of unwanted articles, supplies, and related property and evidence.
  • Coordinates police auctions for unclaimed property and bicycles and determines what will be sold at such auctions.
  • Ensure Concealed Pistol licenses are issued in accordance with State and department guidelines.
  • Hire, assign work, supervise, train, promote, transfer, lay off, discipline, and handle grievances of assigned staff.
  • Predictable and regular attendance required.

Knowledge, Skills and Abilities
  • General municipal operations and structure including personnel management practices.

  • Thorough knowledge of office practices and procedures including operating personal computers and utilizing computer applications and software.
  • Ability to maintain regular, predictable and reliable attendance during scheduled hours.
  • Ability to maintain a high level of understanding for a variety of computer software applications, criminal justice databases such as ACCESS, WACIC/NCIC, DOL, NICS (National Instant Criminal Background Check System), (Judicial Information System JIS/SCOMIS), and LINX (Law Enforcement Information Exchange).
  • Knowledge of Records Management System (RMS), New World Systems Public Safety Software, and Computer Aided Dispatch (CAD).
  • Ability to problem-solve and work with little or no supervision; make independent decisions based on city and department policies/procedures and state and federal laws.
  • Ability to maintain a high degree of confidentially, discretion, accountability, responsibility, and accuracy.
  • Ability to perform most work related to positions supervised and have a thorough knowledge of all assignments.
  • Ability to work under pressure of deadlines and ability to work effectively on several projects concurrently.
  • Ability to provide positive leadership and mentoring, and effectively communicate and motivate staff members.
  • Ability to make and implement sound decisions and exercise judgment in solving complex problems.

Qualifications

  • Must be at least 21 years of age
  • U.S. Citizen or legally eligible to work in the United States.
  • Possess a criminal record free of any convictions which relate to fitness to perform the job.
  • High School Diploma or GED.
  • Bachelor's Degree in Police Science, Law Enforcement, Criminal Justice, Public Administration or a closely related field.
  • Six (6) years of experience as a Records Supervisor, Evidence Supervisor or Police Officer with supervisory responsibilities.
  • Or any combination of training and experience which provides the required knowledge and abilities.
  • Knowledge of WA State Public Disclosure Law
  • Valid Washington State driver's license and a driving record acceptable to the City.
  • ACCESS Level II certified or ability to obtain certification within six months of hire.

This a non-represented management position and is not eligible for Civil Service.
