Job Description- Drive accurate and timely cost intelligence across all program dimensions, including budget performance, financial commitments, forecasts, variance analysis, risk assessment, and cash flow projections, to enable informed decision-making at all organizational levels.
- Partner with Program Controls to proactively identify and mitigate cost and schedule risks, developing contingency strategies that protect program value and delivery timelines on mission-critical initiatives.
- Maintain rigorous oversight of program expenditures against established budgets and contractual obligations, ensuring alignment across complex, multi-faceted projects while identifying optimization opportunities.
- Leverage Earned Value Management methodologies to deliver comprehensive analysis and executive reporting that clearly articulates key cost drivers, performance trends, and strategic implications.
- Validate the integrity of all cost data, including labor allocations, expense documentation, and non-contract expenditures, conducting thorough reviews and coordinating necessary adjustments with Finance to maintain complete financial accuracy.
- Mentor and develop team members, fostering a culture of continuous improvement and supporting their professional growth within the cost management discipline.
Qualifications- Degree in quantity surveying, cost management, project management, or related discipline.
- 10+ years managing costs on large-scale infrastructure or construction programs.
- Professional credential (CCP, PQS, MRICS, or equivalent) preferred.
- Demonstrated expertise in Earned Value Management, financial analysis, and risk assessment within complex, multi-project environments.
- Strong proficiency with cost management software and MS Office suite.
- Proven ability to synthesize cost data across programs and deliver strategic financial reporting to senior stakeholders.
- Working knowledge of program controls and how cost, schedule, scope, and risk interconnect.

The base salary range for this full-time role is
$95,000.00 - $145,000.00 per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate's experience and qualifications.
