Senior Contractor Support to Requirements Management - Federated Interoperability

Position Overview:

The Senior Contractor Support to Requirements Management for Federated Interoperability provides expert support to the Federated Interoperability Branch across the capability lifecycle, eliciting, capturing, and managing interoperability requirements across all DOTMLPFI domains while contributing to the development of related policies, directives, and process improvements. The incumbent monitors and assures the quality, completeness, and consistency of interoperability test data within designated tools; coordinates structured communications with Communities of Interest (COIs); prepares participants for interoperability events; and provides timely, actionable guidance on federated interoperability processes, tools, and activities in support of initiatives such as CWIX, TIDE Sprint, TIDE Hackathon, DIVE, FMN, and I-3060. Working directly for the Branch and Section Heads, this role also supports data analysis, reporting, and briefing production for audiences up to Flag/General Officer level, administers secure role-based access to interoperability test tools, and requires travel of up to 30 days per year to meetings and conferences within and outside NATO's boundaries.

Job Responsibilities:

• Support federated interoperability activities across the capability lifecycle.
• Elicit, capture and collect interoperability requirements across all aspects of DOTMLPFI.
• Contribute and participate in the development of policies, directives, concepts and process refinement related to federated interoperability.
• Monitor and assure the quality, completeness, and consistency of interoperability test data within designated tools. Identify and resolve data gaps to support reporting and analysis.
• Execute structured communications with COis, prepare participants for interoperability events and activities.
• Provide timely, actionable guidance to participants on federated interoperability processes, tools, and events
• Coordinate and contribute to the activities of the Federated Interoperability Branch.
• Support the analyses of interoperability data collected, including the production and delivery of reports and briefings.
• Administer and maintain user accounts, ensuring secure, role-based access to designated interoperability test tools.
• Directly support the Branch and Section Heads and will be required to travel to meetings and conferences both within and outside NATO's boundaries for up to 30 days per year.
• Performs additional tasks as required by the COTR related to the labor category.

Required Qualifications:

• Minimum of a four-year university (Bachelor's) degree or higher at a nationally recognized/certified university.
• Active NATO Secret Security Clearance
• Demonstrate a minimum of 5 years in the past 10 of proven work experience in multinational collaboration, coordination, preferably in NATO or equivalent multinational environments.
• Demonstrate a minimum of 3 years in the past 10 of professional experience supporting interoperability initiatives, campaigns, programs or activities, across multiple stakeholders and nations. Examples include but are not limited to:
• The annual Coalition Warrior interoperability Exercise (CWIX)
• TIDE Sprint
• TIDE Hackathon
• Digital Interoperability Verification Experiment (DIVE)
• Federated Mission Networking (FMN)
• Interoperability 360 workshops (10360)
• Demonstrate a minimum of 3 years in the past 10 of managing and delivering interoperability requirements including governance, data collection and reporting.
• Demonstrate a minimum of 3 years in the past 10 of planning, preparing, coordinating, and managing events, meetings, workshops, conferences, exercises, or similar activities for cross-functional project teams and stakeholders.
• Demonstrate a minimum of 3 years in the past 10 of facilitating and coordinating the production of meeting notes, action lists, reports, and briefings and summaries for military and civilian audiences up to Flag/General Officer or equivalent level.
• Experience of managing, editing, and processing interoperability data using NATO or national toolsets (for example CWIX Wiki or IOCore).
• Program and Project Management experience in the past 10 years within a complex and dynamic program environment
• Able to demonstrate excellent organizational skills, including the ability to manage timelines, deliverables, task tracking, and stakeholder coordination.
