The Senior Communications Analyst will strategically conduct, and direct different projects or programs related to public communication, crisis communication, community engagement, media relations, digital communications, and strategic messaging. The successful candidate will demonstrate exceptional communication and analytical skills, experience with digital marketing and social media platforms, and a creative approach to delivering effective communications. The position requires close attention to detail, excellent organizational skills, and a track record of delivering high-quality communications projects on time and within budget. In addition, the Senior Communications Analyst will exercise direct supervision over subordinate staff and will work with various stakeholders across the City, including department heads and community groups, and must be able to build strong relationships, manage competing demands, and navigate complex political environments. Essential Duties
Essential duties include, but are not limited to, the following:
-Conducts or directs assigned communications projects or public information programs.
-Performs research and analytical evaluation regarding community sentiment, digital engagement, policy impacts, media coverage, or public communication strategies.
-Prepares and presents reports of findings and recommendations as to appropriate action.
-As assigned, administers contract or grant-funded communications initiatives, directing and monitoring work performed.
-Prepares or drafts related proposals, reports, media materials, and records; monitors budget expenditures.
-Compiles information and prepares reports, manuals, agenda items, resolutions, publications, public statements, or strategic messaging materials relating to administrative, fiscal, operational, or policy issues.
-As designated representative, leads or participates in committee activity; coordinates or conducts communications-related activities with other City departments, agencies, organizations, and the community, contributing views and interests of the department in execution of assigned duties.
-Provides assistance to department management, other City personnel, and the public regarding communications strategy, media relations, digital engagement, crisis communication, or public information policies and procedures.
-Participates in the development of departmental goals and objectives; participates in the development of assigned departmental budgets and in budget administration.
-May coordinate responses to media inquiries and support executive-level communications under direction.
Qualification Guidelines
Knowledge of: Principles of municipal administration; public sector communications strategy; media relations; digital engagement and analytics; community relations; budget and grants management; related laws, ordinances, and regulations including public records and open meeting laws; principles of research, statistical analysis, and report preparation; methods and techniques of supervision.
Ability to: Perform complex professional analytical and communications work requiring sensitivity to public issues; interpret and apply related laws, ordinances, and policies; conduct research and evaluate data; prepare and present reports and strategic recommendations; provide liaison to City personnel, agencies, media representatives, and the public; work independently; establish and maintain cooperative working relationships; communicate effectively both orally and in writing; direct the work of others involved in related activity.
Education and/or Experience: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary. Example combinations include:
Completion of a four-year college curriculum in communications, public administration, journalism, public relations, marketing, or a related field; and at least three years of responsible public sector experience related to strategic communications, public information, or program administration. A master's degree in public administration, communications, or a related field is preferred.
Required Licenses and Certificates: Depending upon assignment, possession of or ability to obtain an appropriate California driver's license and a satisfactory driving record may be required.

BENEFITS FOR GENERAL UNIT/PROFESSIONAL EMPLOYEES
Professional Leave: This position is exempt from overtime. In lieu of overtime, employee will be granted 16 hours of Professional Time. In addition, employee may accrue professional time at straight time up to 104 hours per year.
Union Membership: Accepting employment in a position in this classification required the individual to either join the union and pay union dues, or pay the union an agency fee.
Vacation Leave: 80 hours per year after completion of one year of service but less than 5 years of service; 120 hours per year after completion of 5 years of service but less than 10 years of service; 160 hours per year after completion of 10 years of service or more.
Sick Leave: Credit for sick leave with pay shall accrue at the rate of 8 hours for each calendar month of service. Unused sick leave credit may be accumulates up to a total of 720 hours. Employees accruing unused sick leave hours beyond 720 hours shall receive payment on the first payday following the employment anniversary date. Sick Leave with pay is not granted to employees during the first six months of probationary employment. If permanent appointment is received, 48 hours of sick leave time is allowed for the time served in probationary status.
Paid Holidays: The City currently observes ten holidays, plus two floating holidays.
Retirement: The City contracts with California Public Employees' Retirement System (CalPERS) as follows:
Classic Members: Members with a break in service less than six months will be enrolled in the 2% @ 55 retirement plan formula and pay 7% of their reportable compensation (employee contribution).
PEPRA Members: New members or returning members with a break in service greater than six months, will be enrolled into the 2% @ 62 retirement plan formula and pay 50% of the "normal costs" (currently 8.5%).
CalPERS will take into account prior service at a reciprocal retirement system when determining the benefit formula.
Medical Plan: Each employee has a choice of insurance plans offered through the Public Employees' Retirement System (PERS). The City currently pays the monthly premium cost up to $1,600.
Dental Insurance: Covered through Delta Dental Plan. The City currently pays 100% of the premium for employee plus dependents.
Vision Insurance: Covered through Vision Services Program. The City currently pays 100% of the premium for employee plus dependents.
Group Life Insurance Plan: Life insurance is presently provided at no cost to the employee. The City provides $5,000 term insurance to employees with less than 5 years of service. Effective the first month following completion of 5 years of continuous service, employees are covered with insurance equal to one and one-half times their annual salary.
Voluntary Insurance Plans: Optional Supplemental Life, Short Term Disability, Hospitalization, Accident and Cancer insurance policies are available at the employee's cost.
Long Term Disability Insurance: Currently the City pays 100% of the insurance plan.
Deferred Compensation: There are two optional deferred compensation plans available at employee's cost.
Credit Union: The City is affiliated with the Los Angeles County F&A Federal Credit Union for savings and loan service. Employees are eligible for membership.
Employee Assistance Program: An Employee Assistance Program (EAP) is available to provide help to employees and members of their families who are experiencing personal problems. For more information contact the Department of Human Resources.
Probationary Period: A six month probationary period must be satisfactorily completed by each employee before he/she is eligible to be considered for permanent employment.
Loyalty Oath: A Loyalty Oath is required for each employee prior to his/her actual employment.

Seniority Credits: Current City employees in promotional, open, and open/promotional examinations for represented classifications, may be allowed promotional seniority points provided the exam is otherwise successfully completed.
