Reporting to the Manager, Strategic Financial & Business Operations Transit Expansion, the Senior Business & Systems Analyst provides senior-level business and systems analysis expertise to support the implementation, integration and continuous improvement of technology solutions and business processes. Working collaboratively with business areas, technology partners and external vendors, the position identifies opportunities for system and process improvements, assesses business needs, develops and evaluates business cases, and supports the implementation and sustainment of technology solutions. The role also supports system integration, data and information management, technology procurement and governance to ensure solutions meet operational requirements and align with organizational priorities and corporate standards.

Major Responsibilities

The primary functions associated with this role include, but are not limited to:

  • Leads and supports the development and assessment of business cases for new software, technology and business process solutions, ensuring business requirements are clearly identified and proposed solutions are appropriately evaluated for feasibility, risks, level of effort and implementation considerations.
  • Identifies, assesses and champions opportunities for business process improvements, system enhancements and technology solutions, translating operational needs into practical recommendations.
  • Leads and supports the evaluation, implementation, integration, rollout and ongoing sustainment of business systems and software, collaborating with business areas, technology partners and external vendors to address requirements and resolve issues.
  • Determines business and system requirements and supports system configuration, enhancements, integrations and upgrades through research, analysis, planning, testing, implementation and post-implementation activities.
  • Supports system integration and effective data sharing across business areas and systems, including data warehouses and document-management solutions, while considering system access, auditability, data retention, privacy, information security and document-control requirements.
  • Develops and maintains business and technical documentation, including business requirements, process documentation, testing documentation, standard operating procedures, reports and recommendations.
  • Supports technology procurement activities, including the development and review of business and technical requirements, RFP documentation, evaluation of proposed solutions and alignment with applicable corporate and technology standards.
  • Provides oversight and support for SharePoint sites and related information-management practices, including access controls, audits, site structure and the effective organization of information.
  • Leads and facilitates meetings, working groups and technology champion networks to identify technology needs, resolve issues, share best practices and support technology implementation and adoption.
  • Develops operational metrics, reports and recommendations; monitors system and business-process performance; identifies risks and opportunities for improvement; and communicates findings and recommendations to management.
  • Provides advice, guidance and subject-matter expertise to staff and stakeholders regarding business systems, technology solutions, processes and applicable standards and requirements.
  • Captures lessons learned from projects and technology implementations and incorporates findings and recommendations into future initiatives and continuous-improvement activities.
  • Collaborates across technology, business process, project management and organizational change functions to support coordinated and effective delivery of initiatives.

  1. Considerable experience providing business and systems analysis within a complex organization, including gathering and analyzing business requirements, assessing business processes and recommending system or process improvements.
  2. Considerable experience developing, reviewing and evaluating business cases for technology, software and/or business process solutions, including assessing requirements, feasibility, risks, level of effort and implementation considerations.
  3. Considerable experience supporting the evaluation, implementation, integration, enhancement and ongoing sustainment of business systems and software.
  4. Considerable experience managing or supporting technology and business-system initiatives through various stages of the project lifecycle, including requirements gathering, planning, testing, implementation and post-implementation support.
  5. Experience working collaboratively with business stakeholders, technology partners and/or external vendors to identify requirements, resolve issues and support the delivery of technology solutions.
  6. Experience developing and maintaining business and technical documentation, including business requirements, process documentation, testing documentation, standard operating procedures, reports and recommendations.
  7. Highly developed analytical, problem-solving and decision-making skills, with the ability to analyze complex business and technology issues, identify risks and opportunities and develop practical recommendations.
  8. Excellent communication, interpersonal, facilitation and organizational skills, with the ability to communicate complex information to technical and non-technical audiences, build effective working relationships and manage competing priorities.
  9. Knowledge of system integration, data management and information-governance principles, including data sharing, system access, auditability, data retention, privacy and document management.
  10. Experience with SharePoint administration and management, including access controls, audits, site configuration and information organization.
  11. Familiarity with technology procurement and RFP processes, including requirements development, solution evaluation and applicable corporate and technical standards.
  12. Knowledge of information management, privacy and records-management requirements, including Freedom of Information (FOI), audit, data retention and document control.
  13. Familiarity with data warehouses, document-management systems and system integration environments.
  14. Knowledge of quality assurance and testing practices, including test development, user acceptance testing and production implementation.
  15. Familiarity with technology governance, user/champion groups or communities of practice that support technology adoption and continuous improvement.
  16. Knowledge of applicable corporate technology standards and practices, including accessibility, information security, GIS and Microsoft technologies.
