Job Description
The Senior Business Data Quality Analyst will support the Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) / Enterprise Information Management (EIM) project. This role serves as a critical liaison between technical IT staff and non-technical program personnel working with complex data sources across Health and Human Services (HHS) departments and agencies. The analyst will drive data quality, profiling, and governance initiatives to support agency analytical reporting and strategic decision-making. Operating within an agile development framework, the candidate will also provide subject matter expertise on AI validation, data literacy, and prompt development. The ideal candidate brings strong SQL skills, deep familiarity with HHS data domains, and exceptional communication abilities to bridge technical systems and operational users.

Responsibilities

  • Serve as a strategic liaison between program areas, project sponsors, and system subject matter experts to understand data domains and identify common data quality issues.
  • Extract, integrate, and analyze sample data from multiple complex internal and external sources to support HHS analytics needs.
  • Collaborate with end-users, performance analysts, and IT leaders to create visualizations and validate data quality profiles for emerging analytics requirements.
  • Ensure all data outputs adhere to agency reporting standards, data governance policies, and compliance regulations.
  • Provide subject matter expertise on validating AI-generated output, with particular focus on identifying and mitigating hallucinations.
  • Develop and conduct training sessions to champion data quality literacy among non-technical staff across the organization.
  • Create documentation, tutorials, and standardized resources supporting the use of data profiling tools and glossary applications.
  • Work closely with data engineering, IT, and program teams to troubleshoot data-related issues and develop inconsistency mitigation strategies.
  • Develop and refine effective AI prompts and query strategies to accurately retrieve and synthesize data from complex data domains.
  • Guide non-technical users in crafting precise prompts and maintain a library of standardized prompt and query templates for common reporting needs.


Requirements

Minimum Qualifications - Candidates must meet ALL Minimum Qualifications

  • 8 years of experience gathering business requirements and translating complex data acquisitions and operational requirements into clear, actionable access paths for data profiling for complex analytics.
  • 8 years of experience explaining technical findings and data limitations in simple, non-technical language to end-users and leadership.
  • 8 years of experience in a complex data analysis, senior business/systems analyst, and/or data liaison role.
  • 8 years of strong experience with SQL for data extraction, data profiling, manipulation, and enrichment.
  • 8 years of experience collaborating with end-users, performance analysts, or IT internal leaders to create and validate data profiles for analytics development and business data lineage analysis.
  • 8 years of demonstrated excellence in communication, presentation, and interpersonal skills.

Preferred Qualifications

  • 5 years of experience with Business Intelligence and/or Data Warehouse environments.
  • 5 years of experience acting as the primary point of contact for program staff with data profiling needs for analytics projects.
  • 5 years of experience working in a health and human services or similarly regulated environment, with a strong understanding of agency data domains.
  • 5 years of experience with data governance and data quality principles.
  • 5 years of experience with data profiling tools such as Snowflake Cortex or Toad.
  • 2 years of experience championing data literacy across an organization.
  • 2 years of experience training and mentoring staff with varying levels of data literacy.
  • 1 year of experience with AI prompt development.

Additional Requirements

  • Candidates must currently reside within 50 miles of the Austin, Texas work location. Out-of-state candidates or those planning to relocate will not be considered.
  • May be required to submit to and satisfy a criminal background check as authorized by Texas law.
  • Total estimated hours shall not exceed 2,008 hours.
  • This engagement may be amended, renewed, or extended upon mutual written agreement by both parties.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.

Work Arrangement: On-site
