What You Will Do:

We are seeking a Senior Business Analyst for a major government IT modernization program. This high-performing team member will help clients leverage technology solutions to solve complex business challenges across finance, operations, human capital, customer experience, and governance, risk, and compliance functions. The Senior Business Analyst will provide functional expertise, manage day-to-day activities, and translate business needs into actionable requirements for delivery teams.

This is a high-visibility, fast-paced project requiring strong collaboration, problem-solving, and stakeholder engagement skills. The project team is made up of experienced, dedicated, and supportive professionals who work together to deliver impactful solutions for our clients.

Our Senior Business Analyst:
  • Oversees program delivery activities related to IT system modernization and implementation of federal budget and execution processes.
  • Participates in the analysis and improvement of financial and budgetary business processes.
  • Serves as a primary point of contact for assigned workstreams, ensuring alignment of scope, priorities, and deliverables.
  • Provides clear, consistent, and effective communication between project teams and client stakeholders.
  • Reviews, analyzes, and evaluates business processes and user needs, producing clear requirements, recommendations, documentation, and deliverables.
  • Facilitates workshops and working sessions with stakeholders to gather, validate, and refine requirements.
  • Works closely with product owners, project managers, and technical teams to convert business needs into actionable development tasks.
  • Develops user stories and ensures requirements are complete and ready prior to sprint planning.
  • Applies business process and system analysis techniques to improve operational effectiveness and support future business needs.
  • Leads the development of project documentation, which may include business requirements, functional specifications, process flows, data flow diagrams, test scenarios, requirements traceability matrices, wireframes, user stories, and use case documentation.
  • Conducts presentations and communicates solution capabilities to both technical and non-technical audiences.
  • Collaborates with developers and technical teams to support issue resolution, enhancement planning, and implementation activities.
  • Utilizes project management and Agile best practices to ensure business and technical requirements are aligned and delivered successfully.
  • Creates and delivers executive-level reporting and presentations.
  • Supports issue, risk, dependency, and change management activities.
  • Builds strong client and team relationships and helps resolve project challenges.
  • Contributes to a positive and collaborative team environment.
  • Provides guidance, coaching, and mentorship to junior team members while continuously seeking opportunities for personal and professional growth.


What You Will Need
  • U.S. Citizenship or authorization to work in the United States with the ability to obtain and maintain a federal Public Trust clearance.
  • Bachelor's degree or equivalent experience
  • Minimum three (3) years of experience as a Business Analyst supporting Agile software development projects.
  • Understanding of Agile methodologies and the software development lifecycle (SDLC).
  • General understanding of web-based applications and modern technologies.
  • Experience using Microsoft Office products, including Word, Excel, and PowerPoint.
  • Experience with process modeling and documentation tools such as Visio, Draw.io, Lucidchart, or similar platforms.
  • Experience coordinating and communicating across multiple teams and stakeholder groups.
  • Experience supporting system implementation, modernization, digital transformation, or technology platform initiatives.
  • Familiarity with system integration concepts, information architecture, governance, and data exchange.
  • Strong presentation, facilitation, and communication skills.
  • Ability to communicate complex technical concepts to non-technical audiences.
  • Strong interpersonal, organizational, and leadership skills.
  • Ability to effectively manage multiple priorities in a dynamic environment.
  • Customer-service mindset with strong stakeholder engagement skills.
  • Demonstrated ability and desire to learn new technologies, tools, and methodologies.

What Would Be Nice To Have
  • Experience with Appian, Jira, or similar low-code and Agile delivery platforms.
  • Experience supporting government, public sector, or large enterprise technology modernization initiatives.
  • Experience with financial, procurement, acquisition, operational, or planning, programming, budgeting, and execution (PPBE) business processes.
  • Experience analyzing data and transactions to support defect investigation, root cause analysis, and solution development.


The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
