Job Description
The Senior Business Analyst will support the Texas Education Agency on its application enhancement and software modernization initiatives. This position performs advanced, senior-level business analysis work across multiple projects supporting the agency's mission of improving outcomes for Texas students. The Business Analyst serves as the conduit between the program and customer community and the software development team through which requirements flow, remaining involved throughout the entire software development life cycle. Once a requirements baseline is established, the focus shifts to managing the requirements specification and verifying fulfillment of all requirements, including those for post-implementation enhancements. This role also serves as a mentor to peers in disseminating business analysis best practices.

Responsibilities

  • Analyze user needs, business processes, pain points, and system capabilities to automate or improve existing systems.
  • Elicit requirements using joint application development (JAD) sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Transform information gathered during elicitation sessions into business and functional requirements.
  • Develop use cases, user stories, software requirements specification documents, wireframes, and mockups using standard templates and clear, unambiguous language.
  • Serve as a mentor to peers and colleagues by sharing business analysis best practices.
  • Proactively seek out relevant training opportunities to maintain current best practices.
  • Use agency tools such as Jira and Modern Requirements to manage the change control process.
  • Participate in the software development life cycle and track and communicate requirements status.
  • Manage the requirements specification following establishment of the requirements baseline.
  • Verify fulfillment of requirements, including those related to post-implementation enhancements.

Requirements

Minimum Qualifications
  • 8 years of experience eliciting requirements from customer interviews and creating well-written system requirements.
  • 8 years of experience with software development life cycles (SDLCs).
  • 8 years of business process re-engineering and software process flow improvement experience.
  • 8 years of experience developing user stories and use cases that conform to business analysis best practices.
  • 8 years of experience designing mockups and/or wireframes that conform to UX best practices.
  • 5 years demonstrating strong communication and facilitation skills.
  • 5 years demonstrating strong writing and organization skills.
  • 4 years of documented experience working for or closely with the Texas Education Agency, or a federal, state, or local education agency, or an education vendor.
  • 2 years of documented work experience with the issue tracking software Atlassian Jira.
  • 2 years of documented work experience with the requirements management software Modern Requirements.

Work Location and Schedule

Location: William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701.

Schedule: Monday through Friday, normal business hours of 8:00 AM to 5:00 PM Central Time, excluding State holidays; the workday must include the hours of 9:00 AM to 3:30 PM Central Time; occasional work outside normal business hours, including evenings, weekends, or holidays, may be required as requested.

Work Arrangement: Hybrid, on-site and telework.
