Job DescriptionThe Texas Education Agency (TEA) Office of Finance and Administration is seeking an experienced, motivated senior budget and financial data analyst. This role focuses primarily on troubleshooting and improving agency budget processes, administering and maintaining agency financial systems, and developing reporting.
This position performs highly advanced technical support related to financial systems analysis and work related to CAPPS Financials and Legislative Tracking System. This role collaborates across departments to drive agencywide financial efficiency initiatives. The individual in this role is responsible for planning, analyzing, and resolving financial system issues to automate processes and improve operational efficiency and serve as a peermentor for others.
This individual works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

1. Strategy & Planning: develops and implements strategic planning actions, establishes system policies, and provides recommendations to guide the agency's financial software roadmap; manages complex, crossfunctional projects involving multiple agency systems and state entities from initial planning through final implementation; may coordinate and/or participate in the development and execution of financial enterprise level strategies and technical direction, including defining and maintaining the procedural framework required to execute the agency's financial technology roadmap
2. Reporting & Analysis: develops and validates advanced financial reporting and data analysis, including creating complex queries, producing comprehensive reports, and ensuring data accuracy and integrity
3. Training & System Upgrades: oversees staff training and delivers critical technical guidance during deployment related to agency financial system changes and upgrades
4. System Administration: administers financial system security, user access, and workflows to protect sensitive data; manages competing priorities and deadlines with accuracy and professionalism; improves operations through systems analysis, troubleshooting, reporting, process improvement, and software implementation while effectively communicating complex concepts and mentoring colleagues
QualificationsMinimum Qualifications- Education: Graduation from an accredited fouryear college or university
- Experience: At least four [4] years of experience in performing increasingly complex work with financial technology applications supporting agency operations, financial management, budget development, analysis, and related business processes including administering rolebased security models to protect sensitive financial data and manage user access, configuring and managing workflows within financial systems, and developing advanced queries and comprehensive financial reports, supported by rigorous validation processes to ensure data integrity and accuracy.

- State of Texas budget experience and experience with State of Texas financial and budgetary systems are preferred (e.g., Centralized Accounting and Payroll/Personnel System (CAPPS), CAPPS Financials, Uniform Statewide Accounting System (USAS), and Automated Budget and Evaluation System of Texas (ABEST))
- Three (3) years of advanced analytical experience using CAPPS, Tableau, and Salesforce is preferred

Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work.
The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
