Job Description

The Railroad Commission of Texas is seeking a Budget Team Lead to perform complex budget work and supervise the agency's budget department. This position is responsible for the agency's budget. Major responsibilities include supervising and training the Budget staff; overseeing the agency budget and external budget reports; monitoring cash management; reviewing and analyzing financial data; responding to financial information requests from the Governor's Office and the Legislative Budget Board. This position works under limited supervision, with considerable latitude to exercise initiative and independent judgment.

This position reports to the Budget Director and supervises the Budget Department in the Financial Services Division.

Essential Job Duties

• Plans, assigns, and supervises the budget department's work.
• Responsible for Legislative Budget Board reports (Legislative Appropriations Request, the LBB/Governor's Operating Budget, Fiscal Notes, and Adhoc information requests).
• Responsible for the development, approval, and monitoring of the agency's internal budget and related policies & procedures.
• Provides advice and assistance to staff on the preparation and approval of proposed budget amendments.
• Conducts Monthly Financial Reviews of the agency budgets and oversees the presentation to Division Directors.
• Analyzes and reviews budget and financial data for accuracy and conformance with state statutes and agency goals.
• Participates in the development of grant proposals and reviews the submission of invoices for federal reimbursement of state expenditures.
• Provides interpretation on technical questions of financial compliance with applicable state and federal statutes and regulations.
• Approve budget adjustments and appropriations transfers.
• Performs related work as assigned.

Minimum Qualifications

• Graduation from an accredited fouryear college or university with major course work in accounting, business administration, finance, economics, or a related field. Experience may substitute for education on a yearforyear basis.
• Eight (8) years of progressively responsible experience in Texas State Government budgeting, finance, or financial capacity and familiarity with the common state standard concepts, practices, and procedures.
• Experience using the Texas Uniform Statewide Accounting System (USAS), the Automated Budget and Evaluation System of Texas (ABEST), and the Centralized Accounting and
• Payroll/Personnel System (CAPPS)
• One (1) year of experience in a managerial/supervisory position.

Preferred Qualifications

• Three years of experience with the Texas Uniform Statewide Accounting System (USAS), the Automated Budget and Evaluation System of Texas (ABEST), and the Centralized Accounting and Payroll/Personnel System (CAPPS) is preferred.
• Experience with Legislative Appropriations Requests, Operating Budgets, and Fiscal Notes
• Certified Public Accountant (CPA) license is preferred.

Knowledge/Skills/Abilities

• Knowledge of the State of Texas budgetary and fiscal management procedures, including experience in interpreting/implementing the State of Texas General Appropriations Act.
• Knowledge of financial analyses and budgeting procedures of state agencies, including financial coding and document entry.
• Knowledge of governmental accounting principles and the State of Texas Accounting Policy Statements.
• Knowledge of the State Appropriations process and statutes governing appropriations.
• Knowledge using TEAMS, SharePoint, Microsoft, Excel, and Microsoft Access.
• Skill in computer operations, in applicable software, and in accounting software.
• Ability to perform and interpret budget and financial analyses.
• Ability to interpret statutes.
• Ability to analyze, evaluate, and summarize budget and financial records for accuracy and conformance to procedures, rules, and regulations.
• Ability to prepare reports and correspondence regarding findings.
• Ability to communicate effectively orally and in writing.

Additional Information

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
