OverviewGDC IT Solutions is currently seeking a
Senior Application Developer to support the Pennsylvania Liquor Control Board (PLCB) in the development, enhancement, implementation, and support of complex Oracle-based applications. This position will serve as a subject matter expert for Oracle Commerce Cloud and related systems supporting the Fine Wine & Good Spirits website, Licensee Online Ordering Portal, Associate Portal, and associated integration environments.
As a
Senior Application Developer you will be responsible for independently analyzing, designing, developing, enhancing, implementing, testing, troubleshooting, and supporting complex Oracle applications and integrations utilized by the Pennsylvania Liquor Control Board. You will serve as a subject matter expert for Oracle Commerce Cloud, Oracle Integration Cloud, Open Storefront Framework, and related systems, while collaborating with developers, IT staff, and business users to deliver efficient technical solutions. The position requires advanced development and debugging skills, strong understanding of ecommerce applications, participation in peer code reviews, adherence to change management and security standards, and responsibility for maintaining system performance, quality, and operational stability.
Responsibilities- Serve as a subject matter expert for Oracle Commerce Cloud, related subsystems, development tools, processes, policies, and supported application code bases.
- Perform advanced analysis, design, development, enhancement, implementation, testing, debugging, and support for complex Oracle applications and integrations.
- Develop and maintain applications supporting the Fine Wine & Good Spirits website (FWGS.com), Licensee Online Ordering Portal (LOOP), and Associate Portal (AP).
- Analyze existing application code and business requests, then plan and design efficient technical solutions.
- Develop, debug, test, and implement application code individually or as part of a development team based on project complexity.
- Evaluate defects, enhancement requests, and business requirements and determine appropriate technical solutions.
- Research and evaluate new products and technologies and determine their viability for integration into the Oracle environment.
- Integrate new systems and technologies into the Oracle suite, including making necessary programming and configuration changes.
- Configure and support Oracle Integration Cloud (OIC) and related integration environments.
- Perform advanced troubleshooting and investigation of application problems and defects, document findings, develop solutions, and complete required retesting.
- Conduct internal testing of application changes before promoting code to business users for User Acceptance Testing (UAT).
- Support multiple nonproduction environments and responsibly progress code and changes through the appropriate environments.
- Participate in peer code reviews and review code changes developed by other team members when required.
- Develop level-of-effort estimates for business requests and enhancements and present estimates to IT and business leadership for prioritization.
- Adhere to agency change management procedures and document and communicate system changes during required reviews.
- Monitor system performance and identify operational deficiencies, recommending and implementing remedial actions to maintain acceptable application performance.
- Perform system maintenance activities, including stopping and restarting jobs, restarting system integrations, monitoring systems, and supporting scheduled off-hours maintenance.
- Cooperate with developers and IT staff to implement security and quality assurance measures, including backup, recovery, data security, error handling, and system controls.
- Document design decisions, requirements, level-of-effort estimates, testing activities, and other technical information in application code and designated change management systems.
- Provide status reports covering individual activities, project progress, performance, training, and deviations from project objectives.
- Assist in assessing software products and making recommendations for purchases that support organizational and Commonwealth objectives.
- Assist in establishing standards, guidelines, and acceptable customer service levels for PLCB web applications.
- Perform other related duties as assigned.
Minimum Qualifications- 5 years or less of experience with HTML/CSS.
- 5 years or less of experience with SQL.
- 5 years or less of experience with XML/JSON.
- 5 years or less of experience with JavaScript.
- 5 years or less of experience with Java.
- 5 years or less of experience with Open Storefront Framework.
- 5 years or less of experience with MongoDB.
- Experience developing, enhancing, debugging, testing, and supporting complex web applications and integrations.
- Experience analyzing existing application code and translating business requests into technical solutions.
- Experience working with software development, testing, deployment, and change management processes.
- Experience collaborating with technical teams and business users throughout the application development lifecycle.
- Experience documenting technical designs, requirements, testing activities, and application changes.
- Experience troubleshooting application defects and developing, implementing, and testing corrective solutions.
- Experience working with ecommerce or web-based application environments.
- 2 years or less of experience with Oracle SQL Developer.
- 2 years or less of experience with DevOps.
- 2 years or less of experience with Visual Studio.
- Experience with Oracle Commerce Cloud (OCC).
- Experience with Oracle Integration Cloud (OIC).
- Experience supporting ecommerce platforms and customer-facing web applications.
- Experience with application integration and enterprise system interfaces.
- Experience working with PCI and other ecommerce security standards.
- Experience supporting application performance monitoring, production maintenance, and off-hours deployment activities.
- Experience within a Commonwealth, government, or similarly regulated IT environment.
