Ocean Associates, Inc. (OAI) is seeking a candidate to assist the National Marine Fisheries Service (NMFS) Office of International Affairs, Trade, and Commerce in Silver Spring, MD. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species.

Background

The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of International Affairs, Trade, and Commerce (IATC) has a statutory responsibility to manage marine fisheries and resources in accordance with the Magnuson-Stevens Fishery Conservation and Management Act (MSA) and other relevant Federal laws such as the, the Marine Mammal Protection Act, the Endangered Species Act, the High Seas Driftnet Fishing Moratorium Protection Act (Moratorium Protection Act), and the Maritime Security and Fisheries Enforcement Act (Maritime SAFE Act) to address illegal, unreported, and unregulated (IUU) fishing and other unsustainable fisheries practices by foreign nations that compete with U.S. fisheries and seafood products. NMFS IATC engages other countries bilaterally and through regional fisheries management organizations (RFMOs) and other multilateral organizations to promote sound management, conservation, and sustainability of living marine resources.

The Office of International Affairs, Trade, and Commerce, Trade and Commerce Division, requires contractor support for complex data analysis. The Contractor shall provide complex data analysis, information dissemination, and data improvement for the Trade and Commerce Division.

Duties

  • Provide data entry and QA/QC of data products.
  • Analyze seafood imports, exports, re-exports, and other data collected under NOAA Fisheries' five seafood trade-monitoring programs to support implementation.
  • Map seafood pathways from harvest or aquaculture production through landing, processing, export, and U.S. import to demonstrate where traceability information is available, where information is lost, and which supply chains may require closer review.
  • Prepare internal and external reports that summarize priority seafood supply chains, trade-entry patterns, mapped pathways, re-import findings, traceability-data completeness, regulatory context, and limitations of the available data.
  • Develop reproducible workflows to evaluate data completeness, summarize results, create visual summaries, and document analytical limitations, using BigQuery to access NOAA Fisheries data and Looker to review available data fields and outputs.
  • Respond to inquiries related to trade data from the office, agency, or other agencies.
  • Perform other duties, as needed, including data analysis; implementation of NOAA Fisheries seafood trade-monitoring programs; improvement of Global Seafood Data System screening, aggregation, and analysis functionality; and support for economic analyses required for regulatory rulemaking.

Salary and Benefits: This is a full-time position with benefits. Salary: $35.00 to $50.00 per hour.

Required Knowledge and Experience:

  • Bachelor of Science degree or higher, from an accredited college or university with a major in natural resource management, preferably fisheries and the nuances of IUU fishing, and seafood supply chains.
  • Three (3) years of experience in related field to the stated duties. Education beyond Bachelor's Degree can be substituted for experience; Master's Degree and 2 years of relevant experience or PHD and one year of relevant experience.


  • Experience working with trade data and complicated data sets.
  • Experience with analysis tools, such as BigQuery, Excel, R, and SQL.
  • Experience with data visualization software, such as Looker or R Studio.
  • Exceptional communication skills and the ability to work well with others.
  • Proficiency in one or more non-English languages is preferred but not essential.
