About the DepartmentThe Finance Department is currently seeking to fill one (1) full-time Senior Analyst vacancy in the Purchasing Division. If you are interested in this position, please apply (see instructions below)!
The mission of the Finance Department is to manage, protect, and report on City of San José financial resources to enhance the City's financial condition for residents, businesses, and investors.
The Finance Department has five core divisions:
- Accounting
- Administration
- Debt & Treasury Management
- Purchasing & Risk Management
- Revenue Management
The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City's Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $27.6 million operating budget and 125 budgeted full-time equivalent (FTE) positions.
Position DutiesThe Senior Analyst is a key member of the Purchasing Division. The Senior Analyst candidates will be integral partners in that effort. The essential duties of this position include, but are not limited to the following:
- Communicate ideas clearly and effectively, both verbally and in writing.
- Articulate complex, high-level concepts, problems, and solutions into clear, simple terms to facilitate communications with customers and stakeholders.
- Interpret general direction and guidance to accurately and efficiently complete assigned tasks.
- Draft and prepare Council memoranda and responses to protests.
- Train and educate City staff on purchasing requirements, procedures, processes, and best practices.
- Assist departments with vendor management and contract management activities.
- Collect, analyze, and interpret data to support decision making.
- Prepare, issue, and oversee complex Requests for Proposal (RFPs), Requests for Information (RFls), Requests for Bid (RFBs), and Requests for Quotation (RFQs).
- Manage strategic and complex procurement activities, including developing scopes of work, specifications and facilitating the evaluation process.
- Develop, negotiate, and execute agreements and other contract documents such as amendments, change orders, and exercises of option.
- Supervise staff as assigned.
- Perform other duties and special projects as assigned including vendor training, emergency preparedness, and implementing procurement and contracting process improvements.
Minimum Qualifications(These qualifications are typically required. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.)Education and ExperienceA Bachelor's Degree from an accredited college or university and four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.
Acceptable SubstitutionOne (1) year of additional education above the Bachelor's Degree level may be substituted for one (1) year of the required management/administrative analytic work.
Required Licensing (such as driver's license, certifications, etc.)- Possession of a valid State of California driver's license may be required for some assignments.
