POSITION DETAILS

CLASSIFICATION

This position is classified at the RE-07 group and level which is roughly equivalent to the AC-02 group and level.

LOCATION

The designated worksite for this position is the OSFI office in Ottawa, Ontario. However, the successful candidate may continue to work from their current office, where applicable.

OSFI's work model includes telework and mandatory onsite presence. The terms of the employee's telework arrangement will be established in accordance with the Directive on Telework and related organizational directions. These arrangements must be reviewed annually, at a minimum, and can be subject to change. OSFI employees are currently required to work in the office 4 days per week; however, this may be subject to change depending on new direction.

PROCESS INTENT

The immediate need is to staff two (2) positions with a language requirement of bilingual imperative CBC/CBC on an indeterminate basis.

Positions staffed through this process may be assigned to various areas of responsibility within the Office of the Chief Actuary (OCA), including social security programs, public sector pension and benefit plans, federally regulated private pension plans, and, depending on operational requirements, leadership of the OCA's investment function.

A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic requirements and/or profiles, security requirements, tenures, and/or locations within the OSFI, which may vary according to the position being staffed.

KEY RESPONSIBILITIES

The OCA is an independent unit within the OSFI. The OCA has an important mandate in providing a range of actuarial valuation and advisory services to the Government of Canada in relation to a number of social security programs as well as federal public sector pension and benefits plans. The OCA also has an important role to play in ensuring that federally regulated private pension plans are funded in compliance with the federal pension plan legislation, professional standards and accepted actuarial practice.

The Senior Actuary leads the development of sound and professional actuarial advice on plans and programs under the responsibility of the OCA, and acts as a representative of the OCA with stakeholders and relevant organizations. The Senior Actuary plans and oversees the preparation of actuarial reports and studies and/or the review of actuarial reports for federally-regulated private pension plans, and leads the planning and delivery of projects in this regard. In addition, the Senior Actuary provides oversight and leadership to a team, including establishing priorities, managing resources and performance, and supporting employee development through guidance, coaching and learning opportunities.

The Senior Actuary plays an important role of supporting the OCA in its journey towards its vision "To be recognized as the independent, impartial and trusted actuarial centre of excellence of the Government of Canada".

ESSENTIAL EDUCATION

ESSENTIAL EXPERIENCE
  • Significant** experience leading the preparation or the review of actuarial valuations and cost estimates.
  • Significant** experience in recommending and providing advice on the rationales in selecting the assumptions used in actuarial reports.
  • Experience in delivering speeches or presentations to various audiences.
  • Experience managing multi-steps projects with participants who may advance different visions and objectives.
  • Experience preparing written communication for government officials or OSFI management***.


**Significant is defined as having the depth and breadth of experience that is normally acquired by performing the tasks continuously over a period of approximately five (5) years. Candidates must clearly demonstrate their roles and responsibilities pertaining to this experience.

***OSFI management includes executives and senior leaders at the REX-07 level and above.
