Description: Demonstrated in
acquisition management, project management,
acquisition governance and policy or related fields. Experience in the Federal government performing these functions is preferable.
Responsibilities include handling non-standardized and varied procurements including construction contracts. The Senior Contract Specialist handles the more complex procurement requirements and may provide technical guidance to section staff. The Senior Contract Specialist handles complex contract matters and works independently to plan and conduct a broad range of responsibilities. Work is analytical, non-standardized and widely varied. Work involves developing contract specifications for complex procurements, negotiations, resolving technical issues, the coordination of multiple end users and their requirements, and resolving contract disputes or problems.
Personnel Qualifications: - Requires excellent analytical ability.
- Excellent oral and written communications skills. Demonstrated ability to communicate effectively with vendors and Board staff
- Requires a bachelor's degree, preferably in business, management, economics, mathematics, English, government, or equivalent experience.
- Excellent knowledge of contracting and procurement regulations, contracting laws, practices, principles, policies, standards, and regulations.
- Requires experience with government and commercial statutes, regulations, contracting principles, best practices, and solicitations.
- Shall be able to compose, read, comprehend, and interpret written materials of moderate to complex difficulty on procurement related issues.
- Ability to communicate effectively, to handle multiple tasks, and to juggle competing priorities.
- Shall possess good technical and interpersonal skills.
- Shall demonstrate good organizational skills and attention to detail.
- Demonstrated commitment to a strong customer service philosophy.
Required Skills: Excellent skills in Microsoft Office Suite, including Word and PowerPoint.
Soft Skills: Excellent oral and written communication skills.
