The National Security Directorate (NSD) drives science-based, mission-focused solutions to take on complex, real-world threats to our nation and the world.

The National Security Directorate Program Development Office serves our sponsors by anticipating and understanding the national security issues of today and preparing for the threats of tomorrow. We partner with government and industry sponsors to understand the big challenges or threats, foreign or domestic, and explore opportunities to apply science and technology-based solutions, at all technology readiness levels, to their problems. We also work with our scientists, researchers, engineers, and policy analysts to connect research funding with the non-trivial work of science and technology exploration across the national security mission space.

Responsibilities

The Nuclear Nonproliferation & Security (NN&S) Sector Manager is responsible for developing the business strategy and plans essential to assure that appropriate and relevant research, development, policy and technology integration and deployment efforts are underway to address critical mission challenges of the NN&S. This sector supports the National Nuclear Security Administration (NNSA), with a particular focus on the Defense Nuclear Nonproliferation (DNN). The full-time role serves as a strategic partner to senior leadership and reports directly to the Director of the Program Development Office.

Responsibilities include:

• Building a balanced portfolio of sponsor-funded programs/projects.
• Maintaining a high level of engagement and strong relationships with key personnel within NN&S Sector.
• Deploying the entire scientific and engineering base of the Laboratory, as appropriate, to bring the best technical solutions available to sponsors and establishing sector priorities; overseeing the expenditure of the business development funds associated with proposal development and relationship management.
• Managing the development of annual portfolio of approximately $350M in funding; leading strategy development efforts to continue to grow this portfolio consistent with PNNL capabilities and facilities.
• Accountability for progress and reporting of the NN&S strategic objectives to NSD and PNNL leadership and takes a leadership role in the execution of directorate and laboratory level objectives.
• Assembling and guiding a team of high performing subsector managers who manage key sponsor relationships and guiding/influencing critical business development activities within their assigned area of responsibility.
• Promoting a strong partnering relationship with the Program Management Office Directors in managing all risks to include facility, capability, and programmatic risks.
• Mentoring sub-sectors, program/project managers, and research staff who support NN&S sponsors.
• Partnering with Line Managers across PNNL to identify, hire, develop, and retain key technical staff.
• Influencing NN&S Sector sponsors' science and technology agenda where possible and identifying new and emerging opportunities.

The preferred location for the role is Richland, WA; however, candidates located in Seattle, WA or Washington DC will also be considered.

Qualifications

Minimum Qualification:

• BS/BA and 15 years of relevant experience -OR-
• MS/MA or higher and 13 years of relevant experience

Preferred Qualifications:

• Experience managing full project and program scope from formulation stages (proposals, planning, estimating and scheduling) to project control and performance measurement, through project delivery and closeout.
• Experience working with or for the DNN and an understanding of its mission, priorities, and sponsor environment.
• Experience developing and achieving strategic objectives in NN&S related business; including the development of novel concepts and approaches where little precedent exists (creativity).
• Recognition as a strategic thought leader on the current and future challenges facing the nuclear nonproliferation and national security communities.
• Demonstrated ability to effectively manage major business or organizational components, their operations, and technology needs.
• Experience with other (non-NN&S) National Security Directorate sponsor organizations, their operations, and technology needs to inform cross-sponsor opportunities (collaboration).
• Familiarity with funding mechanism that facilitates the DOE Labs working directly with Federal partners via DOE.
• History of building strong relationships with decision-makers and senior leaders in the Federal Government.
• Demonstrated strong oral and written communications skills, with experience presenting information clearly to diverse audiences.
• Demonstrated experience working effectively in dynamic and continually changing environments.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

A security clearance background investigation includes review of your employment, education, financial, and criminal history, as well as interviews with you and your personal references, neighbors, and co-workers to determine trustworthiness, reliability, and loyalty to the United States. The investigation also examines your foreign connections, drug and alcohol use, foreign influence, and overall conduct.

• Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
• Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy if non-use of illegal drugs, including marijuana, for 12 months cannot be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

Maximum Salary

USD $373,400.00/Yr.
