Job Description

The Section Manager, Air Resources will lead the Companys air compliance strategy, ensuring compliance with environmental, health and safety regulations while overseeing emissions management, permitting, reporting, and regulatory programs. This role requires a proven environmental leader with deep utility or energy industry experience who can drive operational excellence, anticipate emerging regulations, and develop innovative compliance strategies. The successful candidate will play a key role in advancing the Companys clean energy transition by supporting sustainable operations, environmental stewardship, and long-term regulatory compliance.

This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.

Responsibilities

Core Responsibilities
  • Lead and develop a team responsible for air compliance programs, ensuring safe, compliant, and cost-effective operations.
  • Manage all air regulatory requirements, including permitting, emissions tracking, monitoring, and reporting at the federal, state, and local levels.
  • Serve as the Company's subject matter expert on air quality, greenhouse gas regulations, emissions control technologies, and emerging environmental requirements.
  • Provide strategic guidance to leadership on regulatory risks, compliance obligations, environmental performance, and clean energy transition initiatives.
  • Oversee compliance programs associated with NYSDEC and NYCDEP permits, Acid Rain, CSAPR, RGGI, greenhouse gas reporting, and emissions allowance programs.
  • Direct the administration and continuous improvement of emissions management and monitoring systems, including CEMS and SEMARC.
  • Serve as the primary liaison with regulatory agencies, leading inspections, audits, negotiations, and compliance-related communications.
  • Evaluate emerging air, climate, and energy regulations, developing proactive strategies to mitigate risks and support business objectives.
  • Lead emergency preparedness and environmental response planning, ensuring programs remain current and effective.
  • Drive continuous improvement initiatives that enhance compliance, operational efficiency, environmental performance, and emissions reduction outcomes.


Qualifications

Required Education/Experience
  • Bachelor's Degree and 8 years' related experience or
  • Master's Degree and 6 years' related experience
Preferred Education/Experience
  • Bachelor's Degree in Environmental Science, Chemistry, Engineering, Chemical Engineering, Environmental Sustainability or related concentration and a minimum of 15 years related experience including oversight of team responsible for air programs management and compliance, with extensive experience interacting and negotiating with regulatory agencies
  • Master's Degree in Environmental Science, Chemistry, Engineering, Chemical Engineering, Environmental Sustainability or related concentration and a minimum of 12 years related experience including oversight of team responsible for air programs management and compliance, with extensive experience interacting and negotiating with regulatory agencies
Relevant Work Experience
  • Strong knowledge and understanding of environmental (air compliance), climate, and emerging air quality regulations/technologies, as well as experience working with regulatory agencies, required.
  • Ability to evaluate future regulatory developments, assess business impacts, and develop strategic compliance and mitigation approaches that support Company objectives and the transition to cleaner energy resources, required.
  • Ability to demonstrate a strong commitment to excellence and understand the vital importance of personal accountability, required.
  • Strong oral and written communication skills and the ability to effectively interact with customers, support staff, regulatory agencies and all levels of management and union, required.
  • Demonstrated ability to develop and implement effective EH&S programs utilizing data analytics as the core, required.
  • Demonstrated ability to learn in-house computer systems such as CRS, Maximo and Oracle, required.
  • Strong supervisory experience and knowledge of administrative procedures, required.
  • Strong leadership skills with the ability to manage a team of diverse expertise and ensure team goals are met, required.
  • Experience managing air emissions allowance programs for utility or similar industry, preferred.

  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
