What You Will DoThe office of Stockpile Production Management (SPM) within the Weapons Production Directorate (ALDWP) is seeking a well-qualified Science and Engineering Program Manager for the W88 Team. The position is posted as both a S&E PM-2 and S&E PM-3 depending on experience of the selected candidate. As a S&E Program Manager, you will provide program management support to the team within the LANL-Production Agency (PA) and report directly to the Project-Program Director (PPD) 5 and Sr. Director. The selected individual(s) will be responsible for cross-site/cross-agency collaborations to ensure overall successful program execution.
As either a S&E PM-2 or -3, you will work closely with the management team and serve as a LANL-PA interface with internal line organizations (e.g. DP, PT, FIN-WP, ALDWP-PC) and the program office to ensure a specific component or set of components are managed through the 6.x Process. The selected individual(s) will assist in defining technical program scope, in accordance with Laboratory, ALDWP, and SPM capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole. The selected individual(s) will also work in partnership with the Principal Program Manager to support the overall scope of the assigned portfolio and adhere to reporting and documentation requirements detailed by the NNSA Federal Program Office (FPO).
The S&E PM will provide programmatic leadership, tactical planning, and coordination of the assigned portfolio, which requires multidisciplinary integration across multiple organizations. You will assist in defining work scope, schedules, budgets, and funding for program work, priorities, and performance milestones. You will also negotiate, authorize, and direct the use of resources to meet work scope, schedules, budgets, and Laboratory goals and provide direction to direct and/or deployed staff in the planning, tracking, and execution of program plans for your assigned component(s) scope. You will ensure integration with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. With direction from the Principal Program Manager, you will manage the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones.
Lastly, you will assist in identifying potential portfolio risks, developing risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the assigned component(s) of the assigned program portfolio within the Production Agency.

- Working knowledge of the science or engineering discipline of the assigned portfolio(s).

S&E PM-2 Education Position requires a bachelor's degree in a science or engineering related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
S&E PM-3 Minimum Requirements - Advanced knowledge of and successfully demonstrated experience in all aspects of program management of scientific or engineering scope, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
- Advanced knowledge of the science or engineering discipline of the assigned portfolio(s).
- Advanced knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
- Successfully demonstrated experience in developing and nurturing effective internal and/or external customer relationships.
- Successfully demonstrated experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.

S&E PM-3 Education Position requires a bachelor's degree in a science or engineering related field from an accredited institution and 8 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications: - Working knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
- Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs.
- Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.
- Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.
- Demonstrated experience managing a component or set of components through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).
- Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program.
- An active DOE Q clearance.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law.
