JOB SUMMARY

This position supervises the Sanitation division of the City's Streets and Sanitation Department
Examples of Duties

MAJOR DUTIES

  • Supervise and lead all sanitation department employees with associated tasks.
  • Plan, organize, and prioritize daily work assignments for the sanitation department team members.
  • Coordinate and oversee employees in support of city sponsored events.
  • Coordinate and oversee the schedules the routes for sanitation pickup.
  • Implement, maintain, oversee daily activities, and periodically review the sanitation routes for efficiency and effectiveness.
  • Train, evaluate, and develop employees for sanitation related tasks using approved techniques and best management practices. This includes sanitation vehicle operations and maintenance operations for sanitation vehicles.
  • Ensure compliance with all applicable safety regulations and guidelines during sanitation maintenance activities.
  • Collaborate with other municipal departments, such as engineering, gas, electric and city operations/maintenance, event teams, to coordinate projects and ensure efficient use of resources.
  • Respond to and resolve citizen complaints and inquiries related to sanitation needs.
  • Recommend promotions, demotions, and discipline for all assigned employees to the department manager or director.
  • Complete yearly employee evaluations for assigned personnel.
  • Maintains, specifies, and orders personal protection equipment (PPE) for the department.
  • Develops budget alongside management for the department.
  • Prepare reports and recommendations for department manager or director regarding sanitation department activities, budget, and future plans.
  • Hold regular safety meetings with both Street and Sanitation Departments
  • Conduct interviews for Sanitation Department
  • Fill in for Sanitation manager or director when needed.
  • Other duties as needed

  • Familiarity with relevant local, state, and federal regulations and guidelines related to sanitation maintenance and safety.

Supplemental Information

SUPERVISORY CONTROLS
The Street and Sanitation Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

GUIDELINES
Guidelines include State DOT, County DOT, city department guidelines, and policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of related supervisory and sanitation duties. Inclement weather and heavy traffic contribute to the complexity of the position.
  • The purpose of this position is to supervise and participate in the work of a crew of personnel responsible for the maintenance of city sanitation. Successful performance contributes to safe and well-maintained city infrastructure.
  • This position is on call for the department as a supervisor 24 hours a day, seven days a week.

  • Contacts are typically with coworkers, vendors, contractors, and the general public.
  • Contacts are typically to exchange information, motivate employees, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is performed in an office or outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over all Sanitation personnel (15) and occasionally Street personnel.

MINIMUM QUALIFICATIONS
  • Experience sufficient to thoroughly understand the work, usually associated with three to five years' experience or service; five years of sanitation knowledge preferred
  • Ability to work flexible hours, including evenings, weekends, and holidays, as required.
  • Possession of a valid CDL commercial driver's license Class B issued by the State of Georgia for the type of vehicle or equipment operated.
  • Knowledge of customer service, sales techniques, and account management principles

Health
  • Health insurance benefits become active on the 31st day of employment. Health benefits include major medical, dental, and vision.

Retirement
  • Retirement plans are Defined Contribution (401a), and Deferred Compensation (457b).
    • The 401a (City makes a 4% contribution beginning on first pay period after hire date)
    • 457b (Employee contributions only)
  • If an employee contributes at least 4% into the 457b, which is voluntary, the City will make an additional 6% contribution into the 401a, totaling 10% into the employee's 401a.
  • Each contribution is a percentage of the employee's earnings for that pay period.
  • There is a graduated vesting schedule into the 401a plan.
    • One year - 20%
    • Two years - 40%
    • Three years - 60%
    • Four years - 80%
    • Five years - 100%
Protection
  • There is City paid short-term disability, long-term disability, accidental death & dismemberment (AD&D) and life insurance that pays two times the employee's annual salary. Employees can opt into supplemental life insurance for self, spouse and children and pay the premium.

    • 1-5 years of service - 5.538 hours per pay period
    • 5-10 years of service - 7.384 hours per pay period
    • 10-15 years of service - 9.230 hours per pay period
    • Over 15 years of service - 11.076 hours per pay period
  • Salaried employees are given 40 hours of Comp Vacation on January 1st of each year, that must be used by December 31st of that same year.
Pay Interval
  • Employees are paid on a bi-weekly basis; pay periods begin on Sunday and payday is every other Thursday. There is a mandatory direct deposit requirement.
Tuition Reimbursement
  • Tuition Reimbursement towards associate's, bachelor's or master's degrees, available to all full-time employees after one year of employment. (exclusions apply)
