JOB TITLE: SAFe Business Analyst

JOB DESCRIPTION

LOCATION: Ft. Eustis and Hybrid

SUMMARY:

We are seeking a Business Analyst with strong Scaled Agile Framework (SAFe) experience to support the delivery of enterprise applications supporting the Army's mission and business processes. The successful candidate will work closely with government stakeholders, Product Owners, Product Management, and Agile teams to translate mission needs into prioritized features and user stories while supporting Agile Release Train (ART) activities and Program Increment (PI) execution.

KEY RESPONSIBILITIES:
  • Elicit, analyze, and document business, functional, and operational requirements for enterprise applications.
  • Collaborate with government stakeholders and subject matter experts to understand mission needs, business processes, workflows, and reporting requirements.
  • Translate business requirements into Features, Capabilities, and User Stories with clear acceptance criteria.
  • Support Product Owners and Product Management in backlog refinement, prioritization, roadmap planning, and requirements decomposition.
  • Participate in and help facilitate SAFe ceremonies, including PI Planning, Sprint Planning, Backlog Refinement, System Demos, Inspect and Adapt events, and ART synchronization activities.
  • Serve as a liaison between functional stakeholders and technical teams to ensure a shared understanding of requirements, priorities, and expected outcomes.
  • Analyze existing processes and recommend improvements to enhance operational efficiency, data quality, and user experience.
  • Support testing, validation, and User Acceptance Testing (UAT) activities to ensure delivered capabilities meet mission needs.
  • Assist in developing user documentation, training materials, and change management communications.
  • Maintain requirements traceability and ensure alignment with security, compliance, and operational requirements.

REQUIRED SKILLS:
  • Bachelor's degree in Business, Information Systems, Management, Engineering, Computer Science, or a related field.
  • 5+ years of experience as a Business Analyst, Functional Analyst, Requirements Analyst, Product Analyst, or related role supporting enterprise systems or software development projects.
  • 2+ years of experience supporting SAFe Agile implementations and Agile Release Trains (ARTs).
  • Experience gathering, documenting, and managing business and functional requirements throughout the software development lifecycle.
  • Strong stakeholder engagement, facilitation, communication, and analytical skills.
  • Experience using Jira, Confluence, Azure DevOps, or similar Agile lifecycle management tools.
  • Ability to translate operational or business needs into actionable requirements and work products.

PREFERRED SKILLS:
  • Experience supporting Army, DoD, or other Federal Government programs.
  • Familiarity with FORGE, DevSecOps, cloud-based environments, and modern software delivery practices.
  • Experience supporting mission engineering, force management, readiness, logistics, training, personnel, or related Army mission areas.
  • Knowledge of business process improvement and change management methodologies.
  • Certifications such as SAFe Agilist (SA), SAFe Product Owner/Product Manager (POPM), SAFe Practitioner (SP), CBAP, PMI-PBA, CSPO, Scrum, or PMP.
