Job Description

Oversees the planning, daily operations, and management of the Engineering Unit, which is one of the six (6) business units in the Technical Permitting Section of the Oil and Gas Division. Supervises a multidisciplinary team of professionals with backgrounds in various earth science, engineering, and geoscience fields, as well as support staff. Responsible for the implementation of rules, procedures, and personnel management.

Performs moderately complex managerial work administering the daily operations and activities of the Engineering Unit. Work involves establishing goals and objectives; developing guidelines, procedures, rules, and regulations; developing schedules, priorities, and standards to achieve established goals; coordinating and evaluating the Engineering Unit's activities; developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under the supervision of the Assistant Director for Technical Permitting, with limited latitude for the use of initiative and independent judgment.

This position may be filled at a Manager IV or Manager V classification, depending on experience and qualifications. Registration as a Professional Engineer (P.E.), or Professional Geoscientist (P.G.) in Texas, is required for classification as a Manager V.

Essential Job Duties

• Manages staff activities in the Engineering Unit.
• Oversees the preparation of management and productivity reports and studies.
• Oversees special investigations, research studies, and internal audits.
• Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
• Develops and implements techniques to evaluate the Engineering Unit's activities.
• Develops and evaluates budget requests, monitors budget expenditures, and adjusts as necessary.
• Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.
• Identifies areas of needed change and makes recommendations to improve operations.
• Provides technical guidance for the Engineering Unit.
• Represents the Engineering Unit at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
• Selects, trains, and evaluates staff job performance. Manages staff development plans and activities.
• Performs related work as assigned.

Minimum Qualifications

• Graduation from an accredited fouryear college or university with a B.S. in Engineering, Geoscience, or a closely related field.
• Five (5) years of experience in the oil and gas industry, oil and gas regulatory functions, and Railroad Commission rules and procedures.
• Applicants must reside in or be willing to relocate to the Austin, Texas, area.
• Valid Texas Driver's license and a good driving record.
• Experience and education may be substituted on a yearforyear basis.
• Registration as a Professional Engineer (P.E.), or Professional Geoscientist (P.G.) in Texas, is required for classification as a Manager V.

Preferred Qualifications

• Three (3) years of experience in the management of a business function, division, or department relevant to the assignment.
• Experience in the management and evaluation of technical and administrative staff.
• Registration as a Professional Engineer (P.E.), Professional Geoscientist (P.G.) in Texas.

Knowledge/Skills/Abilities

• Knowledge of state and federal statutes and regulations relevant to oil and gas drilling and production, including the Texas Administrative Code, Title 16, Chapter 3; Texas Natural Resources Code, Title 3; and Texas Water Code.
• Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in operating computers and applicable computer software.
• Ability to manage Engineering Unit activities; to establish goals and objectives; to devise solutions to administrative and technical problems; to develop and evaluate administrative policies and procedures; to prepare reports; and to plan, assign, and supervise the work of others.
• Ability to present technical material to a wide variety of audiences, including the regulated industry, state and federal agencies, and the public.
• Skill in communicating effectively, both orally and in writing.
• Ability to work effectively on a team, both as a leader and as a member.

Miscellaneous Requirements:

• Ability to work MondayFriday, 8 AM 5 PM with occasional flexible hours, overtime, and weekends.
• Position requires occasional overnight travel.

Ability to reach high and low; open, close, and retrieve files from file cabinets as well as operate the computer keyboard and appropriate office equipment. Must walk/stand for considerable amounts of time. Must use sense of smell; must also have visual acuity, depth perception, and the ability to discern colors.

Working Conditions

Primarily indoors with heating and cooling regulated in a general office environment; the noise level in the work environment ranges from lowtomoderate.

Additional Information

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
