Job DescriptionThe Railroad Commission of Texas seeks a Build and Release Engineer to perform advanced (seniorlevel) support pertaining to configuration management and software build tasks for the Mainframe Transformation section (in conjunction with the Infrastructure & Operations section) of the Information Technology Services (ITS) Division of the Railroad Commission of Texas (RRC). Develops, documents, and adheres to standard methodologies for configuration management and software builds to protect the integrity of RRC production environments. Applications to be built and deployed include, but are not limited to, .NET applications, MuleSoft services, mainframe applications, Business Intelligence/Data Warehouse applications, SSIS packages, Oracle applications, GIS applications, Java applications, and additional modern technologies to be implemented in the future.
Performs seniorlevel computer programming, database administration work, change control, configuration management, IT tickets review prior to production migration, and version control. Work involves assisting in the planning, scheduling, and execution of application deployment projects. Works under the general supervision of the Mainframe Transformation Team Leads and with the Infrastructure and Operations Manager. Moderate latitude for the use of initiative and independent judgment. Will be assigned additional related essential tasks as required to maintain production workflow. This role also includes coordination of work to meet agency goals and objectives as set forth by agency management.
Essential Job Duties - Perform seniorlevel programming support, configuration management, version control, database coordination, change control, and preproduction IT ticket review.
- Assist in planning, scheduling, and executing deployment projects across multiple environments.
- Deploy . NETbased applications into Azure environments using Azure DevOps, including build and release pipelines.
- Manage and maintain code repositories, including branching strategies, master branch protection, and environmentspecific version tracking.
- Track and maintain codebase integrity across all environments: Development, Test, SIT, UAT, and Production.
- Work after hours during scheduled deployments and provide full support through the release lifecycle.
- Communicate deployment status to all stakeholders before, during, and after release activities.
- Coordinate rollbacks with stakeholders, communicate impacts, and obtain required approvals.
- General understanding of SSIS deployment processes, including package migration and environmental configurations.
- General understanding of SQL Server deployments, including scripts, schema changes, stored procedures, and data updates.
- General understanding of Oracle deployment activities, including forms, reports, scripts, and database object changes.
- General understanding of mainframe deployment processes, including job migration, scheduling, and environment transitions.
- Work closely with DBAs and Data Analysts during databaserelated deployments and postrelease validation.
- Troubleshoot and resolve deployment issues across application, database, and mainframe components.
- Provides backup support for the Legacy Application Systems Build and Lease Engineer for Java, Business Intelligence, Oracle Forms and Reports, GIS, and mainframe applications.
- Collaborate with Mainframe Transformation Team Leads and the Infrastructure & Operations Manager with moderate latitude for independent judgment.
- Perform additional essential tasks as required to support production workflow and agency objectives.

Minimum Qualifications - Bachelor's degree from an accredited fouryear college or university, with major coursework in Computer Science, Management Information Systems, or a related field.
- At least five (5) years of relevant experience, to include 3 years performing configuration management of software applications, building automation tools, and script command line experience.
- Experience and education may be substituted on a yearforyear basis. Total years of experience may run concurrently.
Preferred Qualifications - Experience performing configuration management of the following software applications:
- Azure DevOps (ADO), Bitbucket, Jira Service Management
- Apache Ant and Maven build automation tools
- Jenkins
- Bash, KornShell, Git
- Windows and Unix Linux OS
- PowerShell and Python
- UNIX/Linux command line/shell
Knowledge/Skills/Abilities - Knowledge of Information Technology Infrastructure Library (ITIL) concepts and implementation preferred.
- Knowledge of Software Development Life Cycle (SDLC) concepts and implementation.
- Knowledge of change control tools.

Additional InformationWork Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
