Full Job Description
Title:
Risk, Issue, and Opportunity Management Lead

You will join a systems engineering team defining the next generation of space communication systems supporting US Space Force (USSF) satellite communications. You will support Systems Engineering & Integration (SE&I) activities in a multidisciplinary and collaborative environment. You will interface and collaborate with SE&I team members, contractors, government civilians and members of the USSF. You will lead and support several working groups responsible for leading technical discussion, resolve and identify risk, requirement gaps, developing briefings, writing, and tracking action items, and authoring meeting minutes.

The MILSATCOM Systems Engineering, Integration, and Test (MSEIT) effort provides leading edge Systems Engineering & Integration (SE&I) for the US Space Force's Space Systems Center (SSC). We support the Space Force's acquisition of state of the art satellite communications systems, providing global secure, survivable, and protected communications for our nation's warfighters. We seek technical individuals who will thrive in a highly collaborative work environment of small teams, using the most modern tools and methodologies to tackle the challenges of integrating complex space and ground communications systems.

Key Responsibilities:
  • Supports the PM in implementing strategies to manage program risks by aligning program objectives with acceptable risk levels
  • Develops a systematic approach to identifying, assessing and responding to threats and opportunities
  • Informs strategic and tactical decision making by providing thorough risk assessment across the organization, ensuring a comprehensive approach
  • Provides expert advice to the Government Program Manager and Senior Space Force leadership regarding risks related to finance, operations, regulations, security or the environment through effective management of data as well as quantitative and qualitative analysis
  • Provides clear communication of risks and strategies to all stakeholders, including international allies and partners
  • Drafts presentation materials, status briefings, and strategic communication inputs
  • Provides actionable recommendations to address prioritized risks to the Government Program Manager
  • Develops and collaborates on acquisition planning briefings and documents (AoA, ASP, ASD, J&A, etc.)
  • Develops and collaborates on solicitation planning and execution documents (RFPs, SOWs, CDRLs, Incentive Plans, etc.)

Qualifications:

Required:
  • Ability to obtain and maintain a Secret clearance is required for this position
  • Bachelor's Degree in related field (i.e. communications, international relations, management/leadership)
  • 12 years of applicable job experience
  • Organization capability with ability to handle competing priorities
  • Strong interpersonal skills, communication (oral and written), and presentation skills
  • Demonstrated ability to clearly articulate ideas, recommendations and options to customers, senior leaders, and stakeholders
  • Proficient in Microsoft Office products (Word, Excel, Powerpoint)


Desired:
  • Understands Program Management of ACAT I through ACAT III programs
  • Previously served as an evaluator/advisor on at least one Source Selection
  • Experience with Confluence and JIRA
  • Certifications: DAWIA/APDP Program Management Level III, Project Management Professional (PMP), and/or PMP Program Management Professional (PgMP)
  • Experience with MILSATCOM, such as AEHF, EPS, WGS, and Tactical SATCOM or COMSATCOM
  • Experience working with military or DoD civilian clients


Basic Compensation: $127,000 - $159,000 in California

The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.
