Project Overview:

Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for a subway project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two PPP Contractors, two PDB Contractors, and multiple advanced early works (EAW) packages Contractors. Bechtel forms a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).

Job Summary:

The Requirements Management Specialist is responsible for coordinating all elements concerning Requirements and Rail Standards on specific work packages to ensure consistent specification and subsequent achievement of design and construction and commissioning integrity is achieved consistently across multiple Contracts. #LI-RM1

Major Responsibilities:

  • Supports DP Requirements Management Manager in implementing the OL Project Requirements Management process in accordance with the associated requirements.
  • Ensure contractors have parsed all contractual documentation, federal, state, local statutes, regulations, permit constraints, derived requirements, 3rd party requirements, hazard analysis results, etc., to identify requirements applicable to the project.
  • Ensure contractors analyze, clarify, consolidate and develop all applicable functional and performance requirements (operability, signaling, regulations, standards etc.), including decomposition to the appropriate level.
  • Ensure that robust requirements management process is undertaken by the Contractors and identify any risks in the design of the operational railway.
  • Ensure that requirements are allocated to the relevant Contractors.
  • Support in establishing and maintaining a Requirements Compliance Matrix.
  • Support in establishing and maintaining the OLS Project Standards Baseline.
  • Liaison with relevant project stakeholders, as required.
  • Monitor the Technical Authority in the progression of compliance checks at verification and validation stages.
  • Report on requirements status, including close out of requirements related to interim handovers and provide input to OLS Requirements dashboard to report relevant KPIs.
  • Take necessary care to properly protect the confidentiality, integrity, and availability of corporate information from unauthorized disclosure, modification, or destruction. Never knowingly put Metrolinx's information or information systems at risk.

Education and Experience Requirements:

  • Bachelor's degree from an accredited university and 10-13 years of relevant experience working in the rail industry and/or large-scale infrastructure projects; or 14-17 years of equivalent education, training and/or experience.
  • Experience of implementing requirements in major rail projects.
  • Experienced user of Requirements Management tools (i.e. Innoslate, DOORS NG, DOORS Rational etc.).
  • Experience of technical engineering and interface management within a rail project.
  • Experience in a requirements management role with a focus on satisfying rail safety standards such as EN 50126.
  • Experience working with teams and stakeholders in the development and delivery of large infrastructure projects.


Required Knowledge and Skills:

  • Works with minimal supervision with latitude for judgement (Grade 26) or without supervision and wide latitude for judgement (Grade 27).
  • May assist less experienced team members (Grade 26) or assists and may mentor less experienced team members (Grade 27).
  • Networks and connects with senior internal and external personnel in own area of expertise (Grade 26) and may network with contacts outside own area of expertise (Grade 27).
  • Demonstrates good judgement in selecting methods and techniques for obtaining solutions (Grade 26) or exercises judgement in selecting methods, techniques and evaluation criteria for obtaining results (Grade 27).
  • Career-level position in field (Grade 26) or recognized as an advanced contributor with a specialized skill set (Grade 27).
  • Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
  • A firm understanding of rail engineering procedures, principles, and concepts.
  • Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
  • Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.

Computer skills:
  • Innoslate, DOORS NG, DOORS Rational
  • Microsoft Office suite of applications (Excel, Word, PowerPoint).
  • Familiar with writing prompts to LLM AI models, using different roles
  • Ability to read and modify code in at least one programming or scripting language (Python, Visual Basic, C)
