Minimum Qualifications
Possession of a current Louisiana Registered Nurse license or a temporary permit or multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state to practice as a registered nurse plus one of the following:

Five years of experience as a licensed registered nurse; OR

A bachelor's degree in nursing plus four years of experience as a licensed registered nurse; OR

A master's degree in nursing or public health plus four years of experience as a licensed registered nurse; OR

A doctorate in nursing or public health plus three years of experience as a licensed registered nurse.

Job Duties and Other Information
Job Duties:

This position requires routine statewide duties, including fieldwork, inspections, investigations, or direct services that extend beyond the employee's domicile parish. These statewide responsibilities are an inherent and ongoing part of the job and may require frequent travel.
• Provides professional nursing consultation and oversees the planning, implementation, and monitoring of nursing activities across OPH facilities to ensure effective, efficient, and high-quality public health nursing services.
• Evaluates nursing quality and performance through review of EHR records, quality improvement plans, clinic schedules, activity reports, statistics, and program standards; identifies needed improvements and implements corrective actions.
• Supervises regional nursing personnel by overseeing competencies, staffing, performance evaluations, recruitment, assignments, leave and travel, professional development, and personnel actions.
• Collaborates with regional, parish, and state leadership to establish nursing service goals, implement program protocols and directives, develop staffing and workload standards, and communicate program changes and local nursing needs.
• Leads nursing preparedness and response activities for public health emergencies, including special needs shelters, bioterrorism preparedness, disease and environmental health threats, and other regional or statewide emergency responses; provides on-call coverage as required.
• Provides professional nursing care and clinical services as needed across parish programs, including immunizations, WIC, sexually transmitted diseases, and reproductive health; conducts assessments, administers medications and immunizations, provides patient education, and ensures compliance with CLIA and OSHA requirements.
• Manages clinical operations at the Wetmore Tuberculosis Clinic, overseeing nursing and medical assistant staff, coordinating patient services, supporting quality improvement and workflow initiatives, and ensuring compliance with CDC and OSHA guidelines for tuberculosis care.
