Position SummaryResponsible for the development of the strategic direction on Regional Transmission Organization (RTO) matters that support the company's operational and financial goals through leadership and coordination with other company business areas. Develop the policy direction and recommendations relating to RTO system implementation. Deploy and maintain Xcel Energy's representation on strategic committees and work groups to ensure external influence on RTO and Regional Reliability Organization (RRO) developments. Develop and deliver presentations to senior management, regulatory, and industry related to RTO development and Xcel Energy's system implementation. Represent company's interests at the RTO's Policy and Board committees level. Coordinate Transmission Operations, Metering Data Management Agent, and Business Systems with Energy Markets, and Settlements on RTO matters. Deliver expertise on RTO and RRO issues in this rapidly changing sector of the industry.
Essential Responsibilities- Identify impacts of RTO initiatives (competitive, environmental, structural) on transmission and corporate positions in a timely manner. Develop and coordinate transmission strategy on RTO matters to the point where they are supported by senior management for Transmission, Energy Markets, and Regulatory. Provides timely and continuous RTO related information to business units to insure consistency with corporate positions and strategies. Execute strategies externally for advancing the company's position.
- Prepare and review of written and oral internal and external reports, comments, and briefing materials on transmission related policy matters.
- Work directly with management throughout Xcel Energy to develop and promote transmission policy positions consistent with corporate goals. Develop, direct and coordinate transmission related regulatory activities at both the state and federal level associated with changing reliability and market rules. Advocate Transmission's position both internally and externally to senior management, regulators, stakeholders and leadership of RTO's. Perform other duties as necessary to promote regional trnamission policy requirements. Seek to transform tranmission policy stakeholder relationships into strategic assets by creating a climate of mutual understanding, trust, and support.
- Serves as project manager for developing and implementing initiatives resulting from RTO policy changes. Act as coordinator for the system reliability and readiness around RTO participation, as well as, ensuring systems are in place for cost recovery.
- Regularly communicate, both written and orally, with senior management and internal customers to ensure awareness of current RTO and reliability issues that impact Xcel Energy's operations as well as strong awareness of business acumen. Interact with regulators, stakeholders, and internal customers to identify and proactively pursue results that support Xcel Energy's policies and goals regarding matters such as transmission open access, standard of conduct policy issues, and cost recovery.
Minimum Requirements- BA/BS in engineering, business, economics, or related discipline or a combination of education and experience providing equivalent knowledge.
- Minimum of 10 years progressive operations and regulatory experience in the electric energy industry, including a minimum of 4 years experience working with Regional Transmission or Reliability Organizations agencies.
- Strong business acumen and sense of urgency.
- Must be proactive, adept at working with other utility executives, regulatory agencies, and capable of making decisions in a rapidly changing and demanding environment.
- Ability to identify specific opportunities with RTO.
- Knowledge of market aspects of RTO. Knowledge of tariff administration.
- Advanced organizational, communications, leadership, and analytical skills.
- Ability to use MS-Office applications (e.g., Word, Excel).
- Demonstrated ability to synthesize complex information.
- Ability to work hours in excess of 40 per week.
- Ability to travel overnight on a regular basis.
- Selection criteria may include testing and/or assessment.

The anticipated starting base pay for this position is: $112,200.00 to $170,000.00 per year
