Job Description

General Purpose of Job:

Under the direction of the Vice President of Information Technology, this position oversees the Business Applications Team. Assembles project teams, assigns individual responsibilities, develops project schedules and is responsible for determining and acquiring resources needed. This position directs the planning, implementation, and execution of business-specific technology plans. Ensures internal customer needs analysis is in alignment with business initiatives. Works with functional groups within Information Technology and internal business clients, to develop short and long-term system plans. Collaboration and thorough management includes; application training for all related applications servicing the business departments and customer workflow analysis for improved processes, system support and optimization. Incumbent would possess highly specialized knowledge in multiple system technologies. Plans, manages, and controls the development and maintenance of operating systems, documents, and monitors system software. Develops and establishes departmental standards and procedures, assignment of team staff; while coordinating their efforts for both internal and external support. Evaluates current and projected software and coordinates the installation of new systems.

Essential Duties:

  • Develops tactical and strategic business plans for their functional and architectural area(s) of Information Services. This would include area operational and capital budgets, and resource utilization planning and allocation.
  • Monitor's the area's operational and capital budgets and ensures these expenditures are within budget standards and guidelines.
  • Manages their area's functional team(s) and provides leadership in the support, development, and growth of the functional area(s) components of UMH-Regional Health Network Information Technology applications, architecture, infrastructure, services, and processes.
  • Provides leadership, coaching, and mentoring to their team members.
  • Participates with the other I.T. Leadership in the overall business, technical, and architectural strategic planning process.
  • Maintains relationships with vendors and ensures proper contractual agreements are maintained and followed.
  • Develops and maintains necessary documentation systems and processes that ensure all applications, systems, hardware, and processes are identified, understood, and available for reference.
  • Provides leadership and proactive planning for their architectural components. This includes the ongoing development of their area's architectural strategy and tactical requirements.
  • Assists other I.T. Leadership in the review and development of projects to ensure their area's involvement is represented.
  • Promotes the analysis and review of processes to develop better and more cost-effective operations.
  • Continued professional and educational advancement by attending and actively participating in appropriate training and reading materials, industry organizations and memberships, and industry networking opportunities.
  • Act as a facilitator, diplomat, mediator, and negotiator in the coordination of I.T. strategies, operations, processes, acquisitions, and development projects.
  • Participate in cost savings and operational improvement activities.
  • Establishes employee goals and objectives that support the overall goals of Information Services and also promotes staff development.
  • Develops procedures and documentation to ensure area effectiveness.
  • Performs other duties as assigned. These may include but are not limited to: Maintaining a current knowledge base of department processes, protocols and procedures, pursuing self-directed learning and continuing education opportunities, and participating on committees, task forces, and work groups as determined by management.

Work Experience
• Minimum of 3 years of recent experience in Information Technology • Previous experience must include two years in a professional and information systems leadership position, preferably in the health care industry. • Must have experience with the methodology and process of application and (or) technical architectural life-cycles. Must have hands-on experience implementing at least one major, enterprise-wide information system. • Must have experience in the development and use of project management methodologies, processes, and tools.

Education
• Bachelor's Degree in Business, IT or related field; OR Bachelor's Degree in any field and minimum 2 years of relevant experience in IT
