Full Job Description
Be the Force Behind Regional Safety Leadership
We are seeking a Texas Regional HSE Manager to lead Health, Safety, and Environmental oversight across our Liberty, Palestine, and Elmendorf, TX facilities.

This is a high-impact, plant-facing leadership role with regional accountability. You will serve as the regulatory authority and operational partner across three active chemical manufacturing facilities, ensuring process safety integrity, environmental compliance, and risk reduction across Texas operations.What you'll do:
  • Lead OSHA, EPA, and TCEQ compliance oversight across three facilities
  • Serve as primary liaison with TCEQ and U.S. EPA
  • Drive PSM program execution including MOC, PSSR, audits, and investigations
  • Oversee environmental permitting and reporting including TRI, RMP, emissions, hazardous waste, and DMRs
  • Lead incident investigations and ensure corrective action accountability
  • Track multi-site HSE KPIs and provide risk visibility to leadership
  • Support capital project HSE reviews and operational change management
  • Partner directly with plant managers and engineering leaders to embed safety into operations
  • Maintain audit readiness and regulatory inspection preparedness
What we're looking for:
  • Bachelor's degree in Engineering, Chemistry, Biology, or related technical discipline
  • Minimum 5 years chemical manufacturing experience (8+ years preferred)
  • Multi-site HSE program experience preferred
  • Strong Process Safety Management and environmental permitting background
  • Experience with TCEQ and U.S. EPA preferred
  • Strong command of OSHA PSM and environmental regulatory frameworks
  • Ability to translate regulatory requirements into practical plant actions
  • Sound judgment during inspections, audits, and incident response
  • Equivalent combination of education and experience may be considered
