Full Job Description
MELE is seeking a Real Estate Program Analyst to support the Real Estate Division (NA-913). The Real Estate Program Analyst will play a crucial role in advancing NNSA's strategic goals for real property asset management. This position will contribute to the development and implementation of innovative real estate solutions, including commercial options, to optimize NNSA's real property portfolio, accelerate project schedules, and ensure efficient resource utilization while adhering to federal regulations. The Real Estate Program Analyst will provide specialized expertise in federal real property and leasing, market research, and title work, directly enabling NA-90's mission to modernize and sustain NNSA's critical infrastructure.

ESSENTIAL FUNCTIONS

  • Provide comprehensive title research and due diligence support, including gathering, examining, and synthesizing record and non-record title evidence, legal documents, and historical property information to ensure clear title to real property.
  • Conduct in-depth market research and analysis, including real estate market trends, property valuations, land use, ownership types (commercial, State, Federal), and utility access to support strategic acquisition, leasing, and disposition decisions. Assess potential legal, physical, and financial risks and opportunities associated with prospective properties.
  • Manage and maintain NNSA Real Estate records, implementing and overseeing a robust inventory of NNSA Real Estate records, ensuring compliance with National Archives and Records Administration (NARA) regulations, record retention schedules, and policies for destruction moratoriums or transfers as applicable.
  • Support the full lifecycle of real property actions, assisting Real Estate Contracting Officers (RECOs) and management in all phases of real property acquisition, leasing, and disposition, particularly focusing on the integration of commercial best practices and innovative contracting strategies.
  • Facilitate program and project management activities, contributing to the planning, execution, and monitoring of real estate projects and programs, ensuring alignment with NNSA priorities and timelines.
  • Identify and analyze programmatic and process challenges, proactively identifying inefficiencies and roadblocks within real estate processes and proposing actionable improvement options and innovative solutions.
  • Develop high-quality communication materials, compelling briefings, comprehensive analyses, key findings, and strategic recommendations on complex real estate program matters for senior leadership and stakeholders.
  • Conduct technical and programmatic report writing, authoring detailed and clear technical reports, policy documents, and other written communications related to real property assets and operations.
  • Perform other duties as assigned to support NNSA's real property mission.


MINIMUM QUALIFICATIONS

  • Bachelor's degree in Business, Real Estate, Finance, Public Administration, Law, or a related field.
  • 3-5 years of working experience in real estate or a related industry
  • Proven experience and in-depth knowledge of real estate market research and comprehensive title examination processes.
  • Demonstrated experience with federal regulations and policies governing real property, such as the Federal Property and Administrative Services Act (FPASA) and relevant DOE Orders.
  • Exceptional analytical and problem-solving skills, with the ability to identify complex challenges and develop innovative, practical solutions.
  • Strong written and verbal communication skills, capable of preparing and presenting clear, concise, and compelling reports, briefings, and recommendations to diverse audiences.
  • Ability to thrive in a dynamic, fast-paced environment and contribute effectively as a highly motivated and collaborative team member.
  • Demonstrated ability to quickly assimilate new information, adapt to evolving priorities, and apply new knowledge to solve complex problems.
  • Proficiency in relevant software and databases for real estate analysis, project management, and data presentation.
  • Active Q-clearance or ability to acquire and maintain a Q-clearance.


PREFERRED QUALIFICATIONS

  • Master's degree in a relevant field (Business, Real Estate, Finance, Law, Public Administration).
  • Experience in federal real property management, specifically federal leasing and acquisitions.
  • Prior experience and familiarity with NNSA programs, sites, and organizational structure.
  • Understanding of commercial real estate best practices and their applicability within a federal context
  • Experience in developing or implementing strategies for optimizing large real property portfolios.
  • Project Management Professional (PMP) certification or equivalent experience.


LOCATION: This position is hybrid in Washington, DC or Albuquerque, NM.

SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate's related knowledge, skills, and abilities for the position. The salary range for this position is 100k-160k.
