Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings - carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.

The Quality Manager is responsible for overseeing and managing all aspects of the Quality Management System (QMS) within the Concord Plant. This pivotal role ensures that all manufacturing processes meet internal and external quality standards, drives continuous improvement aligned with the OFC Quality Strategy, and maintains compliance with the TL9000 ISO standard. This role collaborates closely with commercial teams to resolve customer complaints and translate customer requirements into actionable product specifications. It also supports product innovation and supplier qualification efforts, all while fostering a strong plant-wide culture of quality.

Key Responsibilities

Leadership & Strategic Alignment

  • Guide and mentor the plant Quality team to ensure operational excellence.
  • Promote a plant-wide quality culture through education on process discipline and control.
  • Maintain strong alignment with division quality strategies, systems, and procedures.
  • Collaborate across functions to design, implement, and monitor process improvements.
  • Support new product introduction efforts by translating customer needs into plant specifications.
  • Advise on expansion projects, cost reduction initiatives, and supplier qualifications.
  • Build robust quality architectures that ensure compliance and customer satisfaction.


System Oversight & Compliance

  • Manage and continuously improve key quality systems, including Document Control, Corrective Action, Change Management, Experimentation, Internal Auditing, and Incoming Quality Assurance (IQA).
  • Lead quality engineering initiatives that assess process capability, risk, and cost of quality.
  • Ensure audit readiness and compliance with TL9000 and other required standards.
  • Act as a customer advocate by responding promptly to complaints and driving resolution.
  • Champion root cause analysis and corrective actions to prevent issue recurrence.


Required Qualifications

  • Bachelor of Science or equivalent technical degree.
  • 10+ years of experience in a manufacturing environment leading quality-related change.
  • Proven supervisory and team leadership experience.
  • Strong background in data collection, statistical analysis, and quality metrics.
  • Experience with quality architecture and defining product specifications.


Preferred Qualifications

  • Green Belt or Black Belt in Performance Excellence DMAIC.
  • ASQ certification.
  • Familiarity with optical fiber manufacturing and product characteristics.
  • Experience in innovation projects or new product development.
  • Background in process or quality engineering.
  • Demonstrated success in internal audits and driving TQM improvements.
  • Proficiency with TL9000 ISO standard and quality management systems.


Location: Concord, NC Reports To: Plant Manager (Direct), OFC North America Regional Quality Manager (Dotted Line) Schedule: Monday-Friday, 8:00 AM-5:00 PM (40+ hours/week) Travel: As required

The range for this position is $134,306.00 - $184,671.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education. The benefits available for this position are dependent on hours worked and may include medical, dental, vision, 401(k) plan, pension plan, life insurance coverage, disability benefits, and PTO.
