Summary

This position is located in the U.S. Patent and Trademark Office (USPTO) within the Patent Issuance and Systems Division (PISD), Office of Data Management (ODM). The incumbent will serve as the Quality Management Specialist who will be responsible for analyzing programs and operations to validate productivity and efficiency, provide support, and make recommendations that will improve the effectiveness of business operations within the Office of Data Management.

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

The individual selected for this position will...

• Participate in the development and implementation of quality control initiatives related to the issuance and publication of patent applications.
• Identify problem areas and/or trends and recommend corrective action to enhance the quality and timeliness of the application processing.
• Respond to oral and written requests in order to address stakeholder complaints.
• Serve as the subject matter expert in performing XML coding reviews to validate.

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to GS-11 in the Federal service:

Specialized experience for this position includes all of the following:

• Analyzing operational data and performance indicators to identify issues and develop recommendations for improvement; AND
• Recommending corrective actions to improve process quality and timeliness across workflow cycles; AND
• Reviewing and assessing submissions for accuracy and completeness, documenting findings and next steps.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education may not be substituted for specialized experience at this grade level.

This is a Non-Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "moderate".

Relocation Expenses are not authorized and will not be paid.
