Full Job Description
The Quality Control Manager (QCM) in the federal construction industry is responsible for overseeing and ensuring the quality of construction projects in compliance with all contractual standards. This role involves managing and coordinating quality control activities, implementing quality assurance procedures, and conducting inspections to verify that materials, workmanship, and project outcomes meet the required specifications. The QCM is also responsible for developing and maintaining a quality management system, addressing non-conformance issues, and ensuring that corrective actions are taken as necessary. This position requires strong knowledge of federal construction standards, safety regulations, and industry best practices, as well as the ability to lead a team, communicate effectively with stakeholders, and ensure that all project deliverables meet or exceed established quality benchmarks. The QCM plays a critical role in the successful execution and completion of federal construction projects.

This position will report to our office location in Huntsville, AL at Redstone Arsenal.

Essential Duties & Responsibilities

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.

  • Develop, administer, and ensure compliance with the Quality Control Plan for projects, following the Army Corps Three Phases of Control.
  • Certify that all submittals, plans, and specifications meet contract requirements, and oversee evaluations and testing by approved personnel or facilities.
  • Provide documented evaluations and corrective actions to maintain high-quality standards and minimize recurring issues.


Minimum Qualifications:

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.
  • Bachelor's degree in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science
  • Minimum of 10-years of experience as a Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager
  • 5-years of experience as a QC Manager
  • Proficient with EM385 1-1
  • Experience in the areas of hazard identification and safety compliance
  • Experience with Procore and RMS
  • Proficient with Word, Excel, and PDF
  • Proven experience as a QCM on similar federal projects
  • In-depth knowledge of quality control procedures and legal standards
  • Strong attention to detail and problem-solving skills
  • Excellent organizational and leadership abilities


Preferred Qualifications:

  • OSHA 30 hour
  • USACE CQM Certification


Additional Qualifying Factors:

As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.

This position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; frequent opportunity to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 35 pounds. If required, must properly use personal protective equipment (PPE) at all times including but not limited to: hard hats, steel toed boots, eye protection, respiratory protection, and hearing protection. Must always maintain a constant state of mental alertness.

Working Conditions:

Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
