Full Job Description
The Quality Control Manager At Large (QCM-AL) serves as the corporate Quality Control resource for all Ameresco Federal construction projects, including USACE, NAVFAC, GSA, and other federal clients. The position is not assigned to a single project. Instead, it functions in two capacities: (1) as the alternate / backup CQC System Manager, capable of being proposed for government approval and deployed into any project's Contractor Quality Control (CQC) seat on short notice to cover absences, turnover, surge demand, or recovery situations; and (2) as the enterprise QC subject-matter expert, providing direct support, coaching, audit, and standardization to all site Quality Control Managers. The QCM-AL reports to the Director of Federal Quality Control and operates as an extension of corporate QC oversight in the field.

Responsibilities:

Deployable / Alternate CQC System Manager
  • Serve as a government-approvable alternate CQC System Manager on any active federal project, assuming full three-phase control authority per the governing UFGS 01 45 00.00 10 / 20 and contract Division 01 requirements.
  • Deploy to project sites on short notice to fill QCM vacancies, cover planned or unplanned absences, provide surge capacity during high-tempo phases, or stabilize projects experiencing QC, staffing, or compliance distress, including stop-work recovery.
  • Maintain current qualifications and resume packages so the position can be promptly proposed to USACE / NAVFAC QA representatives for CQC System Manager approval.
  • Execute the full CQC system when deployed: three-phase (Preparatory, Initial, Follow-up) inspections by Definable Feature of Work (DFOW), QC daily reporting, deficiency tracking and corrective action, submittal review and management, and coordination with the government QA representative.


Enterprise QC Support & Mentorship
  • Provide expert, on-demand technical and procedural support to all Ameresco Federal site QCMs on three-phase control, DFOW development, inspection and test planning, submittal registers, and documentation.
  • Coach and develop site QCMs, raising consistency and proficiency across the portfolio and serving as the escalation point for complex QC questions and government disputes.
  • Mentor newer QC staff and contribute to onboarding, training content, and the internal QC knowledge base and template / prompt libraries.


Program Oversight & Standardization
  • Conduct field audits and QC program assessments of active projects, identifying gaps against contract requirements and corporate standards and driving corrective action.
  • Standardize QC plans, three-phase documentation, look-ahead and inspection scheduling, submittal conventions, and reporting practices across the federal portfolio.
  • Support development and government approval of project-specific Quality Control Plans aligned to each contract's Division 01 / Section C requirements.
  • Advise on contract interpretation, specification compliance, and resolution of QA / QC deficiencies, grounding positions in contract and specification language.


Documentation & Systems
  • Maintain proficiency in government QC systems (e.g., USACE RMS / QCS, NAVFAC eCMS and equivalents) and ensure deployed and supported projects meet electronic reporting and submittal obligations.
  • Produce and refine QC deliverables, including daily reports, submittal registers, inspection / test plans, three-phase records, meeting agendas, and audit findings.


Minimum Qualifications:
  • Minimum of 10 years of construction Quality Control experience on federal projects, with demonstrated service as a CQC System Manager on USACE and / or NAVFAC contracts.
  • Bachelor's degree in engineering, Construction Management, or a related field (equivalent federal QC experience considered in lieu).
  • Current USACE Construction Quality Management for Contractors (CQM-C) certification.
  • Comprehensive command of UFGS frameworks, Division 01 specifications, the three-phase control system, DFOW methodology, and federal submittal and testing requirements.
  • Proven ability to be approved as a CQC System Manager by government QA representatives across multiple project types.
  • Proficiency with USACE RMS / QCS and / or NAVFAC electronic QC systems.
  • Willingness and ability to travel frequently and to deploy to project sites for extended durations.


Additional Qualifications:
  • Experience across multiple delivery types (design-build, ESPC, EPC) and clients (USACE, NAVFAC, GSA).
  • OSHA 30-Hour (Construction) and working familiarity with EM 385-1-1.
  • Additional quality credentials (e.g., ASQ CMQ/OE or CQE) and exposure to specialized programs (e.g., NQA-1).
  • Remote home base with frequent travel; extended (multi-week to multi-month) on-site deployments as project needs require.
  • Active construction site environment when deployed, with associated PPE, physical, and field-condition requirements.


The anticipated base salary range for this role is $134,000 - $194,000 (presented in good faith). In addition to base pay, employees receive a comprehensive benefits package, such as health insurance, retirement plans, and paid time off, and may be eligible for performance incentives, bonuses, commissions, or equity, depending on the role.

Actual pay will depend on factors such as internal equity, skills, experience, education, certifications, and location. This range supports our commitment to pay transparency and compliance with applicable laws. Compensation may vary by work location, including remote arrangements.
