This is an onsite position; only local candidates will be considered.

The Quality Assurance Manager II will support the Texas Department of Insurance on the modernization of workers' compensation legacy systems, including the TXCOMP application. This role plans, manages, and monitors testing activities carried out by testing resources assigned to the project. The QA Manager works closely with TDI's Software Development Director, Data and Systems Manager, and ITS leadership to execute the overall quality assurance testing strategy. Work is limited to workflows, business processes, and functionality originating from the Division of Workers' Compensation. The QA Manager operates as part of an agile scrum team, participating in regular meetings, work sessions, and interactions with business owners.

Responsibilities:

  • Collaborate with the TDI Software Development Director and Data and Systems Manager to execute the overall quality assurance testing strategy, and work with TDI ITS leadership to identify and evaluate potential automated QA tools through proof of concept and trial studies.
  • Manage, perform, monitor, and report on test activities.
  • Oversee user acceptance, performance, accessibility, interface, and data conversion testing.
  • Review, update, and create test strategy, suites, and scripts.
  • Identify and coordinate the creation of test data.
  • Review and comment on business user system test results.
  • Document and report test results and problem incident reports (PIRs) and defect status.
  • Assist the TDI Project Manager in developing and executing the user acceptance testing (UAT) test plan for all assigned projects.
  • Coordinate scheduling of testing staff, test activities, and meetings.
  • Provide training and mentoring to testing team members.


Requirements

Minimum Qualifications: Candidates must meet all minimum qualifications

  • 4 years evaluating requirements from end users and applying those in test plan development.
  • 4 years performing QA and ADAA testing on web-based applications.
  • 4 years performing manual QA testing.
  • 4 years working with Oracle 12c or 19c databases, evaluating database table structure using data dictionaries and entity relationship diagrams, and writing custom Oracle SQL queries.
  • 4 years writing documentation of work performed.
  • 2 years working on a team as a QA lead or manager, overseeing a team of QA testers, delegating work, and evaluating performance.
  • 2 years using automated testing tools.
  • 2 years working on an agile scrum team with knowledge of basic scrum practices.
  • 1 year evaluating automated testing tools for QA.

Preferred Qualifications

  • 4 years working with State of Texas regulatory applications/systems.
  • 1 year working with TDI applications and databases.

Additional Requirements

  • Local candidates only; must currently live within 50 miles of the Austin, Texas work location.

Work Location and Schedule

Location: 1601 Congress Ave, Austin, TX 78701

Schedule: Monday through Friday, 8:00 AM - 5:00 PM, excluding State holidays when the agency is closed.

Work Arrangement: On-site.
