Description

Markon is seeking an experienced Senior Quality Assurance Inspector and team leader with extensive construction industry expertise to provide Owner's Representative construction management services in support of a Department of War (DoW) client. The successful candidate will serve as a subject matter expert (SME) in construction quality assurance, ensuring contractor compliance with project requirements, applicable codes, specifications, and contract documents.

Responsibilities

  • Quality Assurance & Mentorship: Perform comprehensive quality assurance inspections and provide mentorship and guidance to Quality Assurance personnel.
  • SME Leadership: Serve as a Subject Matter Expert (SME) in construction quality management and the U.S. Army Corps of Engineers (USACE) Three Phases of Control.
  • Site Evaluations: Support Government personnel by conducting site evaluations, field surveys, and site visits to assess constructability, quality, and code compliance.
  • LiDAR Technology: Experience utilizing LiDAR scanning, point cloud data, or associated spatial imaging technologies for construction quality assurance, mapping, and site evaluations.
  • Planning & Estimating: Assist project Engineers, managers, and estimators with planning, budgeting, and estimating future construction projects.
  • QMS Oversight: Ensure construction contractors implement and maintain effective Quality Management Systems (QMS) that deliver work in compliance with approved designs, specifications, and contract requirements.
  • Workmanship Verification: Evaluate and verify quality workmanship in structural concrete, foundation and bearing soil preparation, stormwater and drainage systems, mechanical, electrical, and plumbing systems, and interior finishes.
  • Document Review: Review project drawings, specifications, codes, product data, and related documentation in preparation for inspections, preparatory phase meetings, initial phase inspections, follow-up phases, and quality assessments.
  • Stakeholder Communication: Communicate professionally and effectively with contractors, Government representatives, and project stakeholders regarding construction methods, quality standards, and corrective actions.
  • Reporting & Documentation: Prepare and maintain daily Quality Assurance reports, field observation reports, deficiency reports, and Non-Conformance Notices (NCNs); capture findings through effective photographic records and digital technologies.
  • Metrics & Briefings: Develop, maintain, and present project performance metrics, status briefings, and technical reports to Government leadership and program managers.
  • Submittal & RFI Review: Review and provide comments on all pre-construction and construction submittals, Requests for Information (RFIs), and related project documentation in accordance with contract requirements and project specifications.
  • QC Plan Evaluation: Review and evaluate Contractor Quality Control (QC) Plans and Design Quality Control (DQC) Plans for compliance with project requirements.
  • Coordination Meetings: Lead and facilitate coordination meetings to ensure mutual understanding and alignment between Government representatives and construction contractors.
  • Team Collaboration: Work independently and collaboratively as part of an Integrated Project Team (IPT) to successfully deliver projects on behalf of the client.


Qualifications

Work Environment
  • Fieldwork: Position requires extensive fieldwork, including exposure to varying weather conditions and the ability to traverse uneven terrain.
  • Shift Flexibility: Must be available to work outside normal business hours, including night shifts, weekends, and holidays, approximately 25% of the time to observe contractor operations as required.


Required Qualifications & Experience
  • Option 1: Bachelor's degree in Engineering, Architecture, Construction Management, or a related field with a minimum of 15 years of construction experience.
  • Option 2: Minimum of 20 years of relevant construction management experience with a current U.S. Army Corps of Engineers (USACE) or U.S. Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management (CQM) for Contractor's certification.


Certifications

Knowledge, Skills, and Abilities
  • Technical Interpretation: Extensive experience interpreting construction drawings, specifications, and contract documents.
  • Inspection Expertise: Proven experience inspecting construction materials, workmanship, and safety compliance.
  • Quality Principles: Strong understanding of construction quality management principles and practices.
  • Communication: Excellent written and verbal communication skills, including the ability to prepare technical reports and deliver briefings to senior leadership.
  • Technology Proficiency: Proficiency with digital reporting tools, Microsoft Office applications, tablets, and construction management software.
  • Team Collaboration: Ability to work effectively with Government personnel, contractors, and multidisciplinary project teams.


Clearance Requirements
  • Citizenship: Must be a U.S. Citizen.
  • Clearance Level: Must be able to obtain and maintain a Public Trust Clearance (HSPD-12 fingerprint-based background investigation).


Salary Range

USD $115,000.00 - USD $125,000.00 /Yr.
