Summary

If you are selected, you will serve as a Public Affairs Specialist who assists in the planning, designing and executing of communications strategies that support the Agency's overall mission, goals, and policies.

This is in support of the New World Screwworm response.

Duties

Help

  • The duties may include, but are not limited to:
  • Serves as strategic operations and creative expert for digital media and social media for NWS programs.
  • Responsible for the programmatic design, development, and deployment of regular, ongoing and in some cases, time sensitive digital and social media communications.
  • Uses the Agency's digital and social media presence to amplify APHIS' NWS mission, strategic goals, projects, and achievements to a variety of audiences.
  • Explores and implements digital and social media tools and strategies for increasing and enhancing APHIS' audience.
  • Researches data, statistics, surveys, and other metrics to gauge the efficiency and efficacy of digital and social media platforms, areas of content, viewing and posting times, content types, and engagements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates;

  • Participating in the development of communication plans, products, and strategies in order to develop effective public and media outreach.
  • Creating a range of informational products, such as web documents; and photography, printed, and audiovisual materials, for information campaigns.
  • Demonstrated written communication skills for conveying sensitive, complex, and persuasive messages to senior leadership, the media, stakeholders, and the public.
  • Creating and monitoring content for social media and other digital external platforms and advising leadership on sensitive issues that arise.


Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
