Description & Requirements

MANTECH seeks a motivated, career and customer-oriented Proposal Staffing Lead to join our team. This is a remote position.

This role leads the end-to-end development of compliant, competitive, and compelling Proposal Staffing Plans and supporting analytic products supporting complex Federal proposals. You will work across capture, solution, pricing, and proposal management teams to align staffing architecture with technical solutions, cost structures, and Government labor category (LCAT) requirements.

Responsibilities include, but are not limited to:
  • Lead a small team in the development of proposal staffing plans, matrices, position descriptions, individual labor requirements, and supporting staffing analytic products that complement proposed technical solutions and proposal differentiators.
  • Closely coordinate with Proposal Key Personnel, Operational SMEs, Business Sector stakeholders, and SPG co-workers to ensure developed artifacts and deliverables are consistent, complementary, and supportive of the proposed technical solution.
  • Align proposed positions to contract LCATs in close coordination with the Lead Pricing Analyst.
  • Brief sector leadership and proposal teams during standups and reviews on staffing progress, risks, and mitigations.
  • Collaborate with Pricing on Basis of Estimate (BOE) development, labor rates, Service Contract Act (SCA)/Davis-Bacon compliance, and staffing-to-cost consistency across all artifacts.
  • Formulate draft Questions and Answers (Q&As) regarding government labor requirements for Proposal Leadership review.
  • Prepare and lead reviewer comment adjudication for formal Shipley Color Reviews (e.g., Pink, Red, and Gold Teams) while supporting oral proposal presentations and formal Government Q&A sessions.


Minimum Qualifications:
  • Bachelor's Degree with 9+ years direct experience in Federal Government contracting, capture, or proposal development, with at least 5 years specifically leading proposal staffing architectures, LCAT mapping, BOE development, or recruiting. An additional 6 years of relevant experience will be considered in lieu of degree
  • Proven experience developing BOEs, aligning labor rates, and ensuring staffing-to-cost consistency across all proposal artifacts within Shipley milestone review structures.
  • Advanced Excel proficiency (Excel tables, formula lookups, dynamic arrays, pivot tables/charts), foundational Excel VBA programming, and working knowledge of Gemini AI (prompting, GEM creation) for automating draft position descriptions and labor mapping.
  • Proficiency in MS Word and MS PowerPoint.


Preferred Qualifications:
  • Master's degree in Operations Research, Data Analytics, Systems Engineering, or Technical Management.
  • 12+ years of total professional experience in leadership or management roles spanning federal contracting, program execution, technical solutioning, or recruiting.
  • Prior military service (O-4+ / Senior Enlisted) or mid-to-senior level Federal Civilian experience (GS-14/15 equivalent) with senior staff, manpower planning, or organizational force structure experience.
  • Experience developing staffing plans for large acquisitions ($300M+) along with advanced scripting (Python, Google Apps Script, advanced VBA) and data visualization experience (Power BI, SQL, relational databases).
  • Secret Clearance preferred


Clearance Requirements:
  • U.S. Citizen with the ability to obtain a Secret Clearance


Physical Requirements:
  • Must be able to remain in a stationary position 50% of the time.
  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations, and must be able to exchange accurate information in these situations.


The projected compensation range for this position is $129,300.00-$230,900.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
