Full Job Description
Position Title: Proposal Manager

Location: Irvine, CA

Work Arrangement: Hybrid

Position Summary:

DZYNE has an immediate need for a talented Proposal Manager capable of supporting both ongoing and emerging federal defense and commercial business development efforts. This is a hybrid position. This position requires demonstrated experience executing full cycle proposals in response to government solicitations, to include compliance with FAR-based acquisition requirements. This position requires a person that can both develop proposal processes and work within established procedures. The successful candidate must have experience interfacing with a wide range of internal disciplines, customers, and teaming partners. Specific demonstrated experience in proposal scheduling, compliance management, technical outlining, writing and editing, and win strategy development is desired. The successful candidate will have experience working proposals within the Government or Defense Contracting industry.

Required Duties and Responsibilities:
  • Minimum of 10 years of experience directly supporting or leading federal proposal development and response efforts, including full-cycle proposal management for government solicitations
  • Coordinate proposal activities from kickoff through submission, including timelines, deadlines, section assignments, and review cycles.
  • Manage the flow of inputs from technical leads, BD, capture, and leadership to ensure timely and high-quality contributions.
  • Analyze solicitations and develop compliance outlines/matrices to guide proposal structure aligned to the instructions and evaluation criteria.
  • Draft and edit sections of proposals to ensure clarity, compliance, and alignment with branding and win themes.
  • Guide and support proposal storyboarding, theme development, and content refinement under guidance from proposal leadership.
  • Maintain organized proposal files, version control, and ensure secure handling of sensitive materials.
  • Prepare review packages, incorporate reviewer feedback, and support final production and submission.
  • Maintain and update proposal templates, reusable content, and libraries to assist BD and marketing as needed.
  • Experience working with multi-disciplinary teams of engineers and technicians in defense or aerospace industries
  • Primary Role will be working with existing program managers to aid in the successful execution of their respective programs
  • Excellent written and verbal communication skills, strong relationship-building across teams and business units
  • Proficiency in Microsoft Office Suite, MS Word, Excel, and SharePoint


Required Skills/Qualifications:
  • 5-10 years of federal proposal or capture management experience
  • Demonstrated success writing and winning federal proposals
  • Deep understanding of federal acquisition (FAR, OTAs, CSOs, BAAs, RFPs, RFQs etc.)
  • Strong organizational and time management skills, ability to manage multiple priorities under pressure
  • Professional demeanor with strong interpersonal, problem-solving, and process-building skills
  • Develop and maintain good working relationships with subject matter experts and business units
  • Self-directed with ability to work independently in a hybrid environment


Preferred Skills/Qualifications:
  • Experience working and supporting multiple teams
  • Shipley and APMP Certifications (Association of Proposal Management Professionals)
  • Experience with graphics and web tools
  • Compliance outline and matrix organization
  • Familiarity with managing annual bid/proposal budgets

Education:
  • Bachelor's degree in business, marketing, communications, management, or a related field

Clearance Level Required: No Security Clearance is required, but it is highly desired

Travel Required: Not required for daily activities; may be required during surge periods or key proposal events.

Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:
  • Must have the ability to stoop, stand, climb, occasionally lift a minimum of 25 lbs.
  • Involves movement between departments, floors, and worksites to facilitate work.

Export Control / ITAR Requirement:

This position requires access to information and technology subject to U.S. export control laws and regulations, including the International Traffic in Arms Regulations (ITAR). As a result, employment is contingent upon meeting applicable export control eligibility requirements and compliance obligations.

Work Authorization Requirement:
Candidates must be legally authorized to work in the United States on a full-time basis without the need for current or future employment visa sponsorship.

Salary: $150,000-$170,000

Salary depends on relevant work experience, education, training, essential skills, and/or other factors such as specialized or high-demand professions. In addition to the annual salary, the position will be eligible for an annual bonus. The pay range for this job level is a general guideline only and not a guarantee of salary or annual bonus.
