The King County Sheriff's Office Major Investigations Section is seeking applicants for a Project/Program Manager in the Missing Persons Unit. This position is responsible for the initial investigation of cases involving missing persons and juvenile runaways and assists in identifying unidentified living and deceased persons.
This position will supervise staff and day-to-day operations of the Missing Person's Unit. This position requires knowledge and management of various local, State, and Federal databases. This position will independently supervise one or more staff. Incumbents provide direction and oversight to staff, plan and monitor goals and objectives for assigned work units, and ensure work adheres to policies and procedures. The incumbent acts as a liaison between agencies with the highest level of confidentiality
Job Duties

  • Manage a caseload of twenty to thirty active investigations as well as older investigations.
  • Manage, update and maintain spreadsheet related to missing persons and runaways.
  • When necessary, coordinate and collect dental x-rays, medical records, and DNA samples
  • Provide monthly validations to NCIC, updating information with the Washington State Patrol Missing and Unidentified Person Unit, and also update NCIC entries and NAMUS entries.
  • In certain circumstances, you will have to prepare and distribute bulletins and press releases in regard to missing persons
  • You will serve as the main point of contact for family members of missing persons and runaways.
  • You will need to build and maintain relationships with agencies both inside and outside of King County who often have contact with missing persons and runaways.
  • Document investigative steps in a Mark43 follow up, and update the Missing Person's report accordingly
  • Will work on a regular basis with various law enforcement databases

Experience, Qualifications, Knowledge, Skills
At least three years of progressively related experience commensurate with the responsibilities of the position. Experience requirements include:

  • Knowledge of County, Washington State and federal laws and regulations pertaining to the access and use of highly sensitive information
  • Skill and experience in program management
  • Experience managing complex projects and programs; applying quantitative and qualitative analytical methods to ensure work unit's goals and objectives are met and adheres to policies and procedures.
  • Skill in utilizing various database systems to gather data and information, applying research and analysis to appropriately disseminate sensitive information.
  • Exceptional communications skills, both verbal and written, a high degree of accuracy and attention to detail.
  • Ability to deal with distraught individuals with empathy and compassion
  • Skill in managing multiple stakeholders and developing strong relationships within the KCSO, local, state and national governmental agencies.
  • Skill in writing and implementing new policies and procedures in accordance with changing laws and regulations.
  • Demonstrated ability to utilize various computer hardware and software applications, such as relational databases, Microsoft Office suite products, spreadsheets and databases.

Desired Qualifications:
  • Knowledge of Criminal Justice Information Systems (CJIS)
  • Knowledge of Washington State Patrol (WSP) ACCESS regulations
  • Knowledge of Computer Aided Dispatch system (CAD)
  • Experience working with National Incident Based Reporting System (NIBRS).
  • Experience managing data or projects in a government agency.
  • Experience in a law enforcement agency, or in a related field with frequent exposure to law enforcement or criminal justice agencies.

SUPPLEMENTAL INFORMATION:

NECESSARY SPECIAL REQUIREMENTS:
  • Must be available during off hours to answer questions from patrol, as well as the communications center regarding missing persons
  • Possess or able to obtain Washington State Patrol (WSP) ACCESS Level 2 certification within the first three (3) months of employment
