Job Description Summary:
Reporting to the Director of Design and Construction, the Project Manager (PM) is responsible for oversight and management of projects of varying scopes, in a variety of disciplines. Typical projects include General Fund capital projects, Maintenance Reserve funded projects, and smaller departmental projects. The primary project focus will be on small to medium-sized campus infrastructure, facilities and building additions, alterations, and renovation projects.

Responsibilities include but are not limited to:
• Ensures project alignment with established technical design standards, individual project goals, and the University's sustainability and energy goals.
• Manages specific architectural, engineering and construction projects, including the management, coordination and development of construction drawings and specifications.
• Determines user needs and defines the scope of professional services required. Develops and manages project budgets.
• Ensures Small, Women, and Minority (SWaM) goals are achieved. Manage other projects and special initiatives as assigned.
• Reviews design deliverables for compliance with campus standards and in coordination with Facilities Operations & Maintenance staff.

Required Qualifications:
  • Bachelor's degree in engineering, architecture, construction or related field, OR equivalent

  • Experience managing the design and construction of projects of varying sizes that altogether total in the $10-$20M range.
  • Contract experience in integrated project delivery.
  • Comprehensive knowledge of business, management, and project planning and development.
  • Ability to coordinate the development of project scopes/programs and to develop realistic project budgets and timelines.
  • Demonstrated ability to plan, prioritize, delegate, and supervise work.
  • Demonstrated ability to work well with a variety of constituencies using strong analytical, written, verbal, and interpersonal communication skills.
  • Working knowledge of applicable building codes, standards, and accessibility guidelines.
  • Working knowledge using project management systems and software.


Preferred Qualifications:
  • Registration as a professional engineer or architect in the Commonwealth of Virginia.
  • Background in sustainable design, including credentials as a Leadership in Energy and Environmental Design (LEED) AP or LEED GA or the ability to obtain the credential within the first year of employment.
  • Experience with the State of Virginia Capital Outlay design and construction process and pooled funding process.
  • Experience managing utilities and infrastructure projects including mechanical, electrical, and plumbing scopes of work.


Conditions of Employment:
  • Extended work hours may be required in support of project delivery and preparation of associated reports, and may include scheduled and unscheduled, nights and weekends, and or holidays.
  • Occasional travel may be required to attend meetings and training at in-state and out-of-state locations.
  • Applicants must be physically able to negotiate horizontal and vertical construction in order to assess and inspect projects.
  • This position has been designated as essential to the operation of the department. It will require reporting to work when the University is officially closed

Duties:

25%- Project Planning & Design Management:
  • Manage the selection process for the design professionals and contractors required for assigned projects.
  • Develop programmatic requirements and budgets.
  • Develop project schedules and associated timelines. Coordinate the preparation of contract documents.
  • Manage the bidding and/or Guaranteed Maximum Price (GMP) development process and subsequent contract awards.
  • Coordinate and control the design development of projects.
  • Coordinate building code/technical standard compliance; review document deliverables for compliance with design standards and University sustainability and energy goals.
  • Coordinate code official and project stakeholder comments and ensure design professionals provide timely responses.
  • Coordinate state budget reviews and approvals for state funded projects and complete all necessary state processes accurately and timely.
  • Coordinate various permitting and review processes as required.
  • Coordinate requirements of project energy and water use intensity goals and sustainable design strategies in conjunction with the Sustainability and Energy Management teams.
  • Ensure projects remain within established budgets.
  • Create and manage contract files in accordance with the Design and Construction Manual.
  • Respond to correspondence in a timely manner. Maintain current Project Status reports.
  • Close-out projects with Division of Engineering & Buildings (DEB) within 90 days of final completion, and close-out the project files and finances within 90 days after warranty expiration subject to any required warranty work.


25%- Construction Management:
  • Conduct pre-construction conferences.
  • Approve contractor schedules, update master schedules, and coordinate compliance.
  • Approve contractor submittal schedules.
  • Respond to unforeseen/changed conditions in a timely manner
  • Ensure that Architectural Engineer (A/E) forms to respond to Requests for Information (RFIs), Project Control Officers (PCO), and Change Orders in a timely manner.
  • Ensure compliance with contract documents and permits.
  • Ensure all special inspections are scheduled, conducted, and documented.
  • Coordinate all Authority Having Jurisdiction (AHJ) and University inspections, as required.
  • Monitor/enforce compliance with (SWaM) stated goals.
  • Monitor project progress and compliance with established sustainable design goals and strategies.
  • Ensure the project remains within established budgets and timelines.


25%- Budget Management:
  • Establish realistic project budgets consistent with programmatic requirements. Conduct continuous monitoring and budget analysis.
  • Coordinate budget reviews as required.
  • Analyze opportunities for value engineering (VE) on a continuing basis including impact on total cost of ownership and on future operations and maintenance coordinate VE, as necessary.
  • Require the A/E and contractor to maintain an accurate change request/approval logs
  • Document all changes with justification for budget requirements. Conduct monthly contract contingency reviews.
  • Coordinate project fund draws schedules and request allocations of approved funding appropriations as required.


25%- Communications:
  • Establish and maintain lines of communication with User Groups, Building Committees, AE firms, contractors, facility managers, Facility Management (FM) staff, and appropriate members of the University Community.
  • Maintain an open and continuous dialogue with DEB during all phases of project development, execution, and close-out.
  • Provide technical expertise, guidance, lessons learned, and advice as required to the FM staff.
  • Respond to all correspondences in a timely manner.


Posting Range: $95,000 up to $99,000 commensurate with experience
