Full Job Description
Project Manager - USCG HR Staffing Support

Location: Washington, DC - U.S. Coast Guard Headquarters, St. Elizabeths Campus (mix of Government and contractor sites; telework eligible only as authorized by the COR).

Clearance: Unclassified; Government suitability, MP ICAM/NBIS, and CAC requirements apply as required for system/facility access.

Education: Bachelor's degree and two (2) years of progressive project leadership and management experience; OR Associate's degree and five (5) years of progressive project leadership and management experience.

Outcomes:
• The successful candidate is expected to accomplish the following Gemini performance outcomes in the first year on the position:
• Lead compliant, timely, and well-coordinated execution of the USCG HR Staffing Support Services task order in accordance with the PWS.
• Maintain effective customer communication, schedule discipline, financial oversight, and performance reporting that support positive Government performance feedback.

Responsibilities:

The Project Manager is designated as Key Personnel by the U.S. Coast Guard and is responsible for all Contractor work performed under the PWS. The Project Manager serves as the single point of contact for the Contracting Officer (KO) and Contracting Officer's Representative (COR). Specific responsibilities include but are not limited to:
• Serve as the Project Manager for the task order and assist company management in working with the customer's representative, management personnel, and customer agency representatives.
• Provide operating advice and assistance on administrative and management issues to the customer.
• Manage the task order and ensure that technical solutions and schedules are implemented in a timely manner using benchmarking and program metrics.
• Coordinate task schedules to ensure that solutions developed or implemented are consistent with the customer's objectives and the Performance Work Statement.
• Ensure compliance with the terms and conditions outlined in the Performance Work Statement and adhere to financial obligations agreed to at contract award through financial reporting and analysis.
• Serve as the single point of contact for the KO and COR and support identification of a qualified alternate Project Manager whose name will be provided to the Government as part of the quote and who will have full authority to act for the Contractor during any absence of the Project Manager.
• Be available to the COR by telephone between 0800 and 1630 Eastern Time, Monday through Friday, and respond to requests for discussion or resolution of technical problems within three (3) hours of notification. Provide required monthly progress reports and participate in progress meetings upon request.

Required Qualifications:
• Bachelor's degree AND two (2) years of progressive project leadership and management experience; OR
• Associate's degree AND five (5) years of progressive project leadership and management experience.
• Ability to read, write, speak, and understand English fluently.
• Possess the experience, knowledge, expertise, and skill necessary to perform the Project Manager responsibilities identified in the PWS.
• Ability to coordinate and manage Government personnel onboarding and access requirements, including background/suitability processing, MP ICAM, and Common Access Card (CAC) issuance, as required for contract performance.
• Ability to safeguard Privacy Act, security-sensitive, and other Government information in accordance with applicable law, policy, and contract requirements.

Desired Qualifications:
• Experience managing federal Government professional-services contracts or task orders of similar size, scope, and complexity.
• Experience managing federal civilian Human Resources or Human Capital support programs, including position classification, staffing/recruitment, personnel processing, or federal retirement support.
• PMP certification or formal training in project/program management, risk management, quality management, contract execution, or human resources management.

Travel: Contractor travel is not required for this requirement.
