Strategy and Policy Advisor SME

Location: Pentagon / NCR

Clearance: TS/SCI

Education: MA/MS (or a BA/BS plus anadditional8 years of work experience, 4 of which must be work related)

Outcomes:

  • The successful candidate is expected to accomplish the following outcomes during the first year in the position:


  • Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.


  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.


  • Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.


  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.


  • Master position tasks within 60 days and exceed requirements within 90 days.


  • Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Responsibilities:

The Strategy and Policy Advisor SME (S&P Advisor SME) supports the Office of the Secretary of War, Human Intelligence & Sensitive Activities, Irregular Warfare Division (OSW/H&SA /IW). The S&P Advisor SME provides detailed organizational assessments, and policy analyses, gathers and analyzes organizational data for continuous feedback for business process improvement initiatives, provides recommendations/feedback on operations, planning, and implementation effectiveness, and presents findings and recommendations to senior leadership.

Per PWS section 1.3.1.2 Strategic Planning and Organizational Process Improvement Analysis, responsibilities include, but are not limited to:

  • Support the integration of Department and Administration strategies, plans, and policies related to intelligence support for irregular & economic warfare.


  • Analyze emerging national security issues and develop policy and strategy recommendations that inform senior Department leadership decision-making.


  • Draft, review, and coordinate defense strategy, policy, directive, memoranda, and implementation guidance packages supporting irregular warfare priorities to completion.


  • Develop policy recommendations addressing strategic challenges within the intelligence support to irregular warfare mission.


  • Coordinate with OSW Components, the Joint Staff, Combatant Commands, Military Departments, Intelligence Community organizations, and other interagency partners to ensure policy alignment and implementation.


  • Conduct strategic assessments and policy analyses to identify gaps, risks, and opportunities associated with irregular warfare capabilities and intelligence integration.


  • Prepare executive-level briefings, reports, issue papers, decision memoranda, and correspondence for senior Department leadership.


  • Provide subject matter expertise on Department policy development, implementation, and governance processes.


  • Support working groups, planning teams, and senior-level meetings related to irregular warfare strategy, intelligence integration, and national security policy.


  • Ensure all products are developed in accordance with applicable Department guidance, directives, and established timelines.


  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.


Qualifications:

The candidate must have the following qualifications:

  • Minimum offifteen(15) years of related work experience,


  • Minimum often (10) years of specificwork relatedexperience in support of aDoW and/or Intelligence Communitycomponent.


  • Demonstrated experience supporting the Department of War and/or Intelligence Community in strategy, plans, policy, or intelligence-related functions.


  • Significant experience developing, coordinating, and implementing policies and strategic guidance.


  • Extensive knowledge of intelligence support to irregular warfare concepts, missions, authorities, and policy.


  • Experience analyzing complex national security issues and translating analysis into actionable policy recommendations.


  • Experience working within OSW, the Joint Staff, Combatant Commands, Military Departments, Intelligence Community, or other Federal national security organizations.


  • Exceptional analytical, organizational, and problem-solving skills.


  • Excellent written and verbal communication skills, including the ability to prepare executive-level policy documents, decision memoranda, and briefings.


  • Demonstrated ability to work independently or with a team, while coordinating across multiple organizations and senior stakeholders.


  • Ability to manage multiple priorities in a dynamic, fast-paced environment.


The following qualifications are desired:

  • Knowledgeable and skilled in applying Generative AI (desired).


  • Experience supporting senior Department leadership within the Office of the Secretary of War (desired).


  • Experience drafting and staffing DoW directives, instructions, strategic guidance, and executive correspondence (desired).


  • Familiarity with National Defense Strategy implementation, irregular warfare policy, intelligence integration, and interagency coordination processes (desired).


  • Project Management Professional (PMP) (desired)


  • Joint Professional Military Education (JPME) Phase I or II (desired)


  • Defense Intelligence Agency or Intelligence Community professional development certifications (desired).

Travel: Vicinity travel within the NCR and occasional long-distance travel outside the NCR
