Contract/Project Manager (C/PM) - HUD NSPIRE NextGen

Program: National Standards for the Physical Inspection of Real Estate (NSPIRE) NextGen

Anticipated Start Date: September 30, 2026, contingent upon contract award
Compensation: $77.74-$82.32/hour W-2 (approximately $161,700-$171,200 annually at 2,080 hours)

Position Overview

SMX Services & Consulting, Inc. is recruiting a Contract/Project Manager (C/PM) in anticipation of award of the U.S. Department of Housing and Urban Development's NSPIRE NextGen contract.

The C/PM is designated Key Personnel and will be responsible for the performance of contract work and deliverables in accordance with the agreed schedule. The individual will have authority to act on matters relating to the daily operation and technical aspects of the contract.

This position is contingent upon contract award.

Mandatory Requirements
  • MUST BE A U.S. CITIZEN.
  • Must be eligible to work as a W-2 employee of SMX Services & Consulting, Inc. for contract performance.
  • Must be able to satisfy HUD personnel security and access requirements applicable to the position.
  • Must possess sufficient technical knowledge to receive assignments, guidance, and direction from the HUD Contracting Officer and Contracting Officer's Representative (COR).
  • Must be available to support the contract's required operating schedule and project activities.
  • Must be capable of managing a complex federal technology modernization program.
  • Must be able to effectively manage communications with government stakeholders and technical/business teams.

Key Responsibilities
  • Serve as the primary Contract/Project Manager for NSPIRE NextGen.
  • Assume responsibility for successful performance of contract work and deliverables.
  • Manage day-to-day contract and project execution.
  • Maintain responsibility for scope, schedule, performance, and budget coordination.
  • Serve as a primary interface with the HUD COR, Contracting Officer, and other designated HUD stakeholders.
  • Coordinate cross-functional technical and business activities.
  • Manage processes, objectives, schedules, and deliverables supporting successful NSPIRE NextGen implementation.
  • Receive and execute assignments, guidance, and direction from authorized HUD officials.
  • Monitor project status and communicate risks, dependencies, issues, and corrective actions.
  • Participate in required program and technical meetings.
  • Support Change Control Board activities.
  • Participate in daily and integrated Scrum activities.
  • Participate in IT and business status meetings.
  • Coordinate preparation of required meeting agendas, minutes, action items, and follow-up activities.
  • Support disciplined Agile program execution and delivery.
  • Coordinate activities associated with modernization, data migration, security, testing, deployment, and production support.

Desired Professional Qualifications

Strong candidates should demonstrate experience managing complex federal or public-sector technology programs involving one or more of the following:
  • Enterprise application modernization
  • Cloud-based systems
  • COTS/XaaS implementations
  • Large-scale data migration and transformation
  • Agile/SAFe delivery environments
  • DevSecOps
  • System integration and APIs
  • Cybersecurity and federal compliance
  • Production implementation and operational support
  • Multi-team or multi-vendor programs

PMP certification is highly desirable.

Experience working in SAFe environments and/or holding SAFe Scrum Master certification is also highly desirable because the NSPIRE NextGen program requires professional certification capability in these areas.

Security and Suitability

MUST BE A U.S. CITIZEN.

This position does not currently identify a Secret, Top Secret, or TS/SCI clearance requirement in the solicitation materials reviewed.

The selected individual must, however, be capable of satisfying applicable HUD personnel security requirements. Depending on system access, requirements may include:
  • HUD-acceptable Personal Identity Verification (PIV)
  • Background investigation
  • Fingerprinting/FBI criminal-history check
  • Compliance with HUD information-security and access-control procedures

Continued employment on the program is subject to successful completion and maintenance of applicable government suitability and access requirements.

Employment Requirement

The Contract/Project Manager is designated Key Personnel under the PWS.

For contract performance, the C/PM must be an employee of the prime Contractor. This role therefore will be filled as an SMX W-2 position, subject to contract award and final onboarding requirements.

Compensation

Anticipated W-2 compensation:

$77.74-$82.32 per hour

Equivalent annualized compensation at 2,080 hours:

Approximately $161,700-$171,200 per year

Final compensation will depend on qualifications, experience, certifications, contract requirements, and award.

Work Schedule

The anticipated contract operating schedule is:

Monday through Friday, 8:00 AM-4:30 PM Eastern Time, excluding federal holidays, with work performed in accordance with contract requirements.

Important Notice

This is a contingent position associated with SMX's pursuit of the HUD NSPIRE NextGen contract. Employment and start date are contingent upon contract award, government approval where applicable, successful completion of SMX onboarding requirements, and satisfaction of applicable HUD security/suitability requirements.
