Full Job Description
VCI is seeking a qualified candidate for program management at the department of Homeland security agency in Washington DC

TASKS/DUTIES -
• Develop and implement a project management plan to identify activities, events, and documentation key for project execution
• Develop and maintain an integrated master schedule that accounts for all assigned project activities
• Plan, organize, direct, and control the project/program to ensure all contractual obligations are fulfilled, quality standards are met, and associated expectations of performance are achieved
• Assist the DHS Agency in the development of organizational process assets for use in future projects such as document templates, project plans, and procedures
• Assist in project coordination efforts amongst the DHS Agency Program Offices, project teams, senior management, and external stakeholders
• Develop training materials, presentations, spreadsheets, flowcharts, and diagrams in support of the DHS Agency mission objectives
• Provide recommendations and corresponding documentation for business process improvements and potential business process reengineering; align the recommendations with government and industry best practices
• Prepare reports (briefings, white papers, decision papers, and memoranda) on business process improvements and activities as needed to ensure the appropriate integration into the DHS Agency operations
• Provide recommendations on analysis after review of laws and regulations that may impact the DHS Agency business processes
• Be responsible for strategic identification of opportunities to improve compliance with DHS and Federal requirements within project management
• Lead discussions on topical areas/issues requiring resolution by small groups providing recommendations to senior management for decision, or by senior management personnel
• Provide the COR a monthly Project Plan of Action and Milestones (POAM) by the 15th of each month that details the status of specified projects
• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
• Ability to communicate effectively, both orally and in writing
• Ability to conduct detailed research and analysis of technical and cost data
• Ability to read and interpret management policy, regulations, and directives
• Proficiency in Microsoft Office 2010 or higher to include Access, Excel, & Project.
• Ability to work effectively with a group or independently
• Advanced organizational and leadership skills
• Ability to effectively manage several projects simultaneously
• Responsible for the quality of deliverables provided and performance of contract personnel
• Prepare and assist in development of policy documents
• Oversee the preparation, editing, and assembling of reports required for meetings and presentations

• Assist, as needed, with special projects
• Obtain necessary information from appropriate source(s) to complete assigned tasks and share information with others as needed
• Manage the development, revision, innovation, and preparation of training materials
• Reports to and work with the the DHS Agency Project Management Division (PMD) staff to plan, control, and monitor all relevant program objectives, activities, and initiatives
• Manage and direct the assigned project resources to best meet project objectives
• Work with team members and the DHS Agency employees to ensure that all deliverables are distributed in a timely manner and ensure that all issues are addressed
• Develop and edit regularly scheduled status reports, as requested
• Complete other ad hoc assignments, as determined
• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
• Proficient in Microsoft Project
• Ability to effectively manage several complex projects simultaneously
• Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness
• Maintain confidentiality of information
• Prepare and assist in development of policy documents, white papers
• Prepare, edit, and assemble reports required for meetings and presentations
• Oversee the development and editing of regularly scheduled status reports, as requested by the Government Task Manager

REQUIRED EXPERIENCE -
• A minimum of 15 years of experience in project or program management, or related work with a minimum of 10 years in Management.
• A minimum of eight of the fifteen years in conducting analytical and support activities.
• A Program/Project Manager Professional (PMP) certification is required for this position

EDUCATION -
A minimum education requirement of a Master's Degree.
