MBL Technologies is seeking an accomplished Project Manager (PMP-certified) with demonstrated experience leading enterprise privacy programs to manage a complex, multi-workstream Privacy and Information Assurance program supporting a federal client.

This role is ideal for an experienced program leader who combines strong project and program management discipline with hands-on privacy program leadership. The Project Manager will be responsible for the successful execution of multiple interconnected workstreams while serving as a trusted advisor to federal stakeholders on privacy governance, data protection, information assurance, risk management, and program maturity.

The successful candidate will bring significant experience managing complex federal engagements, leading cross-functional teams, and translating privacy and compliance requirements into structured, measurable programs. This individual will have the executive presence to advise senior client leadership while maintaining the operational rigor needed to manage schedules, resources, risks, budgets, dependencies, and high-quality deliverables.

Key Responsibilities:
  • Lead the planning, execution, governance, and successful delivery of a multi-workstream federal privacy and information assurance program, applying established project management methodologies and best practices.
  • Own overall program performance, including scope, schedule, budget, resources, milestones, risks, dependencies, quality, and client satisfaction.
  • Provide strategic leadership for enterprise privacy management and privacy governance initiatives, ensuring program activities align with federal requirements and client objectives.
  • Serve as a trusted privacy advisor to client executives and program leadership on privacy governance, data protection, regulatory compliance, emerging privacy risks, and program maturity.
  • Lead the development, implementation, and continuous improvement of privacy management frameworks, governance models, policies, processes, controls, and compliance programs.
  • Direct privacy risk management activities, including identifying, assessing, documenting, prioritizing, and mitigating privacy risks across programs, systems, and modernization initiatives.
  • Champion privacy-by-design principles and ensure privacy considerations are incorporated into technology, cybersecurity, data management, and modernization efforts.
  • Lead and coordinate cross-functional teams spanning privacy, cybersecurity, information assurance, legal, technology, and business functions.
  • Establish clear program governance, accountability, communication, and escalation processes across multiple workstreams.
  • Partner with workstream leads to manage priorities, resolve issues, address dependencies, and identify opportunities to improve program performance.
  • Translate complex privacy and compliance requirements into actionable project plans, milestones, deliverables, and measurable outcomes.
  • Develop and deliver executive-level program reporting, including status reports, briefings, dashboards, performance metrics, risk reporting, and presentations.
  • Oversee quality assurance and quality control across program deliverables to ensure accuracy, consistency, compliance, and client satisfaction.
  • Lead continuous improvement efforts by identifying lessons learned, evaluating program effectiveness, and implementing process and operational enhancements.
  • Support organizational change management and help stakeholders successfully navigate evolving privacy requirements, technologies, and business needs.
  • Manage and mentor program staff, support hiring and workforce planning, and foster professional development across the team.
  • Manage federal contract requirements, including Statements of Work (SOWs), Labor Categories (LCATs), staffing, budgets, resource planning, reporting, and overall contract performance.
  • Build a collaborative, accountable, and high-performing team culture focused on delivering measurable value and mission success.

Required Experience Skills & Qualifications:
  • Bachelor's degree from an accredited college or university.
  • Active Project Management Professional (PMP) certification.
  • 11+ years of experience managing complex, multi-workstream federal programs or engagements.
  • 5+ years of direct experience leading or managing enterprise Privacy Management, Privacy Governance, or Data Protection programs within a federal environment.
  • Demonstrated experience developing, implementing, or managing privacy frameworks, governance models, compliance programs, privacy risk management processes, and privacy controls.
  • Experience advising senior stakeholders on privacy requirements, privacy risk, governance, compliance, and program strategy.
  • Experience supporting federal privacy programs and working at the intersection of privacy, information assurance, cybersecurity, technology, and risk management.
  • Demonstrated success applying formal project management practices to complex privacy or compliance initiatives, including scope, schedule, budget, resource, risk, issue, dependency, and stakeholder management.
  • Experience managing federal contracts, including SOW execution, LCAT management, budgeting, staffing, resource planning, performance management, and client reporting.
  • Proven ability to lead multidisciplinary teams and coordinate effectively across technical, legal, compliance, cybersecurity, and business stakeholders.
  • Strong executive communication and presentation skills, with the ability to translate complex privacy and technical topics for senior leadership.
  • Demonstrated ability to build trusted relationships with federal clients and executive stakeholders.
  • Strong analytical and problem-solving skills with the ability to navigate ambiguity, competing priorities, and changing requirements.
  • Active Public Trust clearance or ability to obtain and maintain one.
