Full Job Description
We are seeking a forward-thinking Project Manager to lead capital improvements from initial design through final construction. We will hire at either the Project Manager or Senior Project Manager level, based on your experience, knowledge, skills and abilities. If you are an organized, proactive professional with a passion for construction management and green building initiatives, we want you on our team.

SalaryRange:
Project Manager: $81,926-$118,792
Senior Project Manager: $88,316-$132,474

Schedule: Generally Mon-Fri, 8am-5pm, with occasional work outside normal hours. Flexible work arrangements may be available.

You won't just be managing spreadsheets; you will drive visible, high-impact civic improvements across the County from day one. Some of our immediate projects on deck include:
  • The Justice Center Expansion: Play a key role in a major civic footprint expansion, including a brand-new courtroom, judges' chambers, support staff offices, and an upgraded probation office.
  • EGE Regional Airport Infrastructure: Support essential structural and facilities modernizations at our regional transportation hub.
  • MSC Campus (Gypsum): Drive facilities upgrades and operational master-planning at our bustling Maintenance Service Center campus.
  • Internal Remodels: Manage fast-paced, high-efficiency space transformations, including an upcoming complete remodel of our Engineering Office.
Key Responsibilities:
  • Capital Project Leadership: Manage construction, renovations, and major civil improvements across county facilities from initial design to final walkthrough. (Senior level takes primary ownership of our largest, most complex civic projects).
  • Budget & Financial Oversight: Monitor capital project budgets, track grant funding, and assist with annual capital planning. (Senior level directly authorizes expenditures and leads departmental budget development).
  • Procurement & Contracts: Coordinate competitive bidding, draft RFPs/RFQs, write technical specifications, and manage contractor performance. (Senior level leads highly complex contract negotiations).
  • Permitting & Code Compliance: Navigate land-use, building codes, and municipal regulations to successfully secure all required building permits.
  • Sustainability & Green Building: Implement energy-efficient protocols for new construction and identify sustainable upgrade opportunities for existing facilities.
Qualifications:

Project Manager Level:
  • Experience: At least 3 years of related experience in technical and administrative functions of construction, engineering, architecture, or facility management (or an equivalent combination of education and experience). Must include experience working with multiple outside contractors.
  • Education: Bachelor's degree in Construction Management, Engineering, Architecture, or a related field is preferred.
  • Technical & Financial Savvy: Knowledge of vertical and horizontal construction methodologies. Proficient with budgeting, spreadsheets, project management software, and Google Suite. A background or strong interest in sustainability/green building practices is preferred.
  • Certifications: PMP (Project Management Professional) certification is preferred. (Eagle County provides training support for eligible candidates looking to obtain their PMP!)
  • Must have a valid driver's license and satisfactory motor vehicle check

Senior Project Manager Level (Includes all the above, plus):
  • Advanced Experience: At least 7 years of progressively responsible experience in the construction/facilities field, including at least 3 years of explicit experience leading projects and project teams.
  • Strategic Leadership: Demonstrated mastery of complex contract negotiations, land-use navigation, building code compliance, and advanced risk management on large-scale civil projects.
  • Mentorship Track Record: Proven ability to direct, motivate, and develop internal team members through active guidance, workload delegation, and knowledge-sharing.
