Salary: (PM 06) $95,194 - $111,714 per year

Under the guidance of the General Manager of Capital Projects Delivery, the Project Manager is responsible for providing leadership and project management expertise on engineering design and construction assignments related to capital and operational projects. The Project Manager will ensure that the design and execution of projects protects public safety by meeting the City's, engineering, and legislative standards. The position requires the ability to anticipate needs, think critically, and offer solutions to problems with a high level of professionalism and confidentiality.

The Project Manager will:
  • Work on a variety of repair, renewal, and replacement projects spanning every aspect of the City operations, including but not limited to Facilities, Bridges, Parks, Docks, Roads, Wastewater Collection & Treatment, Water Treatment & Distribution, Stormwater Collection, Solid Waste.
  • Develop an initial project scope and engage with qualified consultants to undertake project design.
  • Review architectural and engineering designs using professional acumen.
  • Manage procurement activities in accordance with the City's Procurement Policy using a variety of methods including requests for quotation, invitations to tender, and requests for proposals. This includes coordinating with consultants to ensure compliance with City templates and procurement requirements as well as reviewing submissions.
  • Manage project financials including the preparation of initial project budget, pre-construction estimates, financial tracking, and supporting external funding.
  • Oversee the construction and contract administration of municipal projects to ensure conformity with the design, City policies and by-laws, and the management of associated financial securities.
  • Host project startup meetings and participate in subsequent progress meetings with consultants and contractors.
  • Lead the change management process on all projects including coordination with consultants and contractors, review of change documents and costs, and submitting changes for approval.
  • Prepare project progress reports as required.
  • Proactively monitor project schedules and budgets.
  • Review and approve contractor progress claims.
  • Conduct on-site inspections and assessments of municipal infrastructure in a construction environment.
  • Manage a project coordinator, including professional guidance and performance management.
  • Assist in the capital budget process by providing recommendations based on field work, infrastructure review, and report findings. Assist with future project budget estimates.
  • Work collaboratively with a multi-disciplinary team of consultants, contractors, colleagues, elected officials, and other internal and external clients and partners.


Qualifications:
  • Post-secondary education in Architecture, Engineering, Building Sciences, or other related field. Equivalent education and/or working experience may be considered.
  • Professional designation in a technical association such as a Professional Engineer, Architect, Certified Engineering Technologist, etc is considered an asset.
  • Minimum of five (5) years of project management experience, preferably in a municipal environment and/or with municipal infrastructure.
  • Minimum of one (1) year of experience supervising staff is considered an asset.
  • Must possess valid 'G' class Ontario driver's license or equivalent.
  • Demonstrated experience in reviewing technical studies, specifications, and drawings
  • Thorough knowledge of construction project management practices across all project phases.
  • Ability to interpret, read, comprehend and convey information from engineering and construction drawings and specifications.
  • Ability to work independently and in a team environment.
  • Familiarity or experience directing the work of consultants and contractors.
  • Knowledge of provincial and federal legislation such as the Occupational Health & Safety Act, Ontario Construction Act, Ontario Building Code, Transportation Association of Canada guidelines, Ontario Provincial Standards, the Safe Drinking Water Act.
  • Ability to deal with sensitive or confidential matters with tact, discretion, and diplomacy.
  • Excellent analytical, problem-solving and decision-making skills.
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, partners, and the general public.
  • Excellent computer skills including working knowledge of Microsoft Office products.
  • Well-developed organizational and time management skills with an ability to complete a high volume of work with accuracy and within prescribed deadlines.
