$70-80Project Manager - IT Strategy & RoadmapPosition SummaryThe Project Manager - IT Strategy & Roadmap ensures that GDC's IT Strategic Plan and enterprise architecture are consistently translated into execution, with clear alignment, traceability, and governance across all IT initiatives. Working closely with the Deputy Director of Architecture & Planning and IT leadership, this position maintains the enterprise IT roadmap, tracks the delivery of strategic objectives, and helps ensure alignment with the organization's target architecture, security posture, and long-term technology vision. This role governs and coordinates the execution of IT strategy but does not own or approve enterprise architecture decisions.
Key ResponsibilitiesIT Strategy and Roadmap Governance- Maintain and continuously update the multi-year IT roadmap across applications, infrastructure, data, cybersecurity, and related technology domains.
- Translate strategic objectives into actionable initiatives with clearly defined timelines, milestones, dependencies, and expected outcomes.
- Maintain traceability between strategic goals, approved initiatives, project deliverables, and business outcomes.
- Ensure the IT roadmap remains aligned with organizational priorities and the long-term technology vision.
Architecture Alignment and Governance- Confirm that IT initiatives align with enterprise architecture standards and approved target-state designs.
- Support established architecture governance checkpoints throughout the project lifecycle.
- Identify potential architecture drift, document concerns, and escalate issues to the appropriate architecture and IT leadership teams.
- Coordinate the resolution of architecture-related dependencies without assuming ownership of architecture decisions.
Network and Architecture Documentation- Maintain accurate enterprise network diagrams covering on-premises, cloud, and hybrid environments.
- Coordinate updates to architecture diagrams, system documentation, technology inventories, and related technical records.
- Ensure architecture documentation is version-controlled, current, accessible, and aligned with established standards.
Strategic Plan Execution and Delivery Tracking- Track the delivery of strategic IT initiatives against approved goals, timelines, milestones, budgets, and dependencies.
- Maintain dashboards and reports addressing project progress, risks, issues, decisions, dependencies, and outcomes.
- Ensure project deliverables clearly map to approved strategic objectives.
- Identify execution gaps and recommend corrective actions or escalation when necessary.
Tactical Decision Alignment- Develop and maintain an inventory of prior tactical technology decisions.
- Assess whether existing tactical decisions align with the target architecture, cybersecurity standards, and long-term technology strategy.
- Coordinate the development of remediation plans for identified gaps.
- Track remediation activities through completion and report progress to IT leadership.
Project and Portfolio Management- Manage roadmap-aligned projects, including scope, schedule, milestones, resources, dependencies, risks, issues, and stakeholder expectations.
- Maintain required project documentation, including project charters, work plans, RAID logs, decision logs, meeting records, and status reports.
- Coordinate across project teams to ensure timely delivery and alignment with approved governance requirements.
- Support portfolio-level prioritization, sequencing, and resource-planning activities.
Stakeholder Engagement and Communication- Facilitate planning sessions, governance meetings, workshops, and cross-functional discussions.
- Develop clear executive-level communications, presentations, dashboards, and status updates.
- Coordinate with technical teams, business stakeholders, vendors, consultants, and senior leadership.
- Communicate project risks, decisions, dependencies, and required actions in a timely and professional manner.
Governance and Continuous Improvement- Support IT governance, strategic planning, architecture review, and portfolio-management processes.
- Identify opportunities to improve roadmap development, delivery tracking, governance, documentation, and reporting practices.
- Promote consistent application of approved project-management and governance standards.
IT Steering Committee Governance and Administration- Coordinate IT Steering Committee meetings, agendas, materials, minutes, decisions, and follow-up activities.
- Maintain complete records of governance decisions and ensure alignment with the IT Strategic Plan, enterprise architecture, and cybersecurity requirements.
- Track follow-up actions and help ensure the timely execution of Steering Committee directives.
- Ensure proposed initiatives, material changes, and exceptions are formally reviewed and approved through established governance processes before execution.
- Maintain an auditable record of approvals, decisions, action items, owners, and completion dates.
Required Qualifications- Bachelor's degree in Information Technology, Computer Science, Engineering, or a related field.
- At least 7 years of relevant experience in IT project management, IT strategy, technology planning, portfolio management, or a related discipline.
- Strong understanding of enterprise IT environments, including cloud technologies, networking, infrastructure, applications, data, and cybersecurity.
- Experience with cloud platforms; Microsoft Azure experience is strongly preferred.
- Demonstrated ability to manage complex projects, dependencies, risks, issues, and executive-level reporting.
- Strong stakeholder-management, coordination, facilitation, and communication skills.
- Ability to translate strategic objectives and technical requirements into actionable plans and measurable deliverables.
- Strong proficiency with project-management, documentation, reporting, and presentation tools.
Preferred Qualifications- Experience working in the public sector or on large-scale infrastructure programs.
- Familiarity with The Open Group Architecture Framework (TOGAF) or similar enterprise architecture frameworks.
- Project Management Professional (PMP) certification or a comparable project-management credential.
- Experience developing and maintaining network or architecture diagrams using Microsoft Visio, Lucidchart, or similar tools.
- Experience supporting IT steering committees, architecture review boards, or other formal technology-governance bodies.
- Familiarity with hybrid technology environments and enterprise cybersecurity governance.

CompensationThe good-faith compensation range for this position is
$70-$80 per hour. The final rate will be based on the selected candidate's experience, qualifications, certifications, technical expertise, and applicable client requirements.

Work Details- Hybrid work schedule: Monday through Wednesday onsite and Thursday through Friday remote.
- Occasional off-hours availability may be required during critical project milestones, production releases, or urgent business needs.
