Position Summary

This Project Manager II (PM-II) position supports Telecom project delivery while serving as Product Owner for an agile team. The role manages work intake, prioritization, planning, execution oversight, stakeholder alignment, reporting, and impediment removal to ensure committed business outcomes are delivered. The position partners closely with business stakeholders, implementation coordinators, engineers, field resources, vendors, and functional teams to scope, prioritize, and deliver Telecom work.

Responsibilities

Work intake
  • Partner with stakeholders, implementation coordinators, engineers, and field resources to define requests, scope work, set timelines, confirm deliverables, and meet negotiated commitments.


Project leadership and execution
  • Lead and coordinate internal and external teams supporting Telecom projects, including engineering, project controls, construction management, supply chain, EHS, quality, operations, regulatory, security, transmission, and vendors.
  • Manage or support project planning and execution, including scope, estimates, schedules, cost controls, procurement, vendor selection, start-up, turnover, risk, quality, safety, communications, change management, and closeout.


Agile methodology and processes
  • Apply Kanban and agile practices to support predictable delivery, capacity planning, continuous improvement, and clear team execution. Maintain a ready, prioritized Jira backlog; monitor delivery metrics; and remove impediments.


Reporting
  • Maintain project, product, and team reporting for leadership visibility, stakeholder communication, governance, financial tracking, delivery metrics, risks, issues, and decisions.


Stakeholder communication and governance
  • Lead meetings, status reviews, and reporting routines that keep stakeholders aligned and clearly communicate project status, risks, decisions, and recommendations.


Required/Basic Qualifications
  • Bachelor's degree
  • 5 years' related work experience
  • In lieu of bachelor's degree(s) AND 5 year(s) related work experience listed above, High School/GED AND 9 year(s) related work experience

  • Master's degree in project management, business administration, or a related discipline
  • Project Management Professional (PMP) certification
  • Strong project management, decision making, problem solving, risk management, leadership, collaboration, and oversight skills
  • Experience in Telecom
  • Experience working in an agile environment

  • Team motivation
  • Experience with scheduling, cost controls, financial analysis, reporting, stakeholder engagement, construction management, and utility business processes
  • Telecom, IT, Transmission, Distribution, Generation, or other regulated utility experience


Working Conditions
  • Hybrid role with remote and onsite work after onboarding. Employees should live within reasonable daily commute to a Duke Energy facility. Office presence and field travel may be required for meetings, site observations, and implementation support.

  • Sales/Marketing Leadership of external Suppliers/Vendors
  • Project teams of external Suppliers/Vendors
  • Regulatory agencies
