Full Job Description
Position Summary

We are currently looking for a skilled Project Manager to join our Team. The Project Manager will responsible for the successful development, implementation, schedule, and cost performance for one or more programs under a major program within FDA. Provides team leadership to meet defined project deliverables within schedule and budget and maintains excellent relationship with the customer and stakeholders.

Location: Rockville, MD (Hybrid - occasional on-site at FDA facilities in Rockville, MD or Silver Spring, MD as directed by the COR)

Qualified candidate must be USC or GC and have or can attain a Public Trust Level 6(c) clearance. PMP certification is required

Key Responsibilities

  • Program & Project Management Demonstrated experience managing large-scale federal IT modernization programs, including system migration, replatforming, and consolidation efforts. Manages one or more programs and projects, assigning staff and providing technical direction to meet defined deliverables within schedule and budget. Maintains aggressive efforts to achieve objectives.
  • Agile Delivery Strong background in SAFe agile project management, including sprint-based delivery, backlog grooming, velocity tracking, and iterative release planning.
  • Budget & Contract Management Responsible for all phases of the project budget, contract and subcontract monitoring, and funding management. Performs analysis for contract reviews using various software tools. Assists in the proposal process and coordinates with the Pricing Department when required.
  • Governance & Compliance Experience managing programs subject to FDA or HHS EPLC governance, including stage gate reviews, Project Process Agreements (PPAs), and EPLC artifact production. Familiarity with cloud modernization on AWS GovCloud, including DevSecOps practices, CI/CD pipelines, and FedRAMP ATO processes.
  • Quality Management Ensures execution of the Program's Quality Management and Assurance Program across all products and services, performing analysis for contract reviews and developing and delivering all required contract, departmental, and project documentation.
  • Staffing & Personnel Management Trains, mentors, and supervises personnel. Prepares staffing plans, including skill and labor mix, to support contract operations. Responsible for developing position descriptions for recruiting, as well as interviewing and hiring staff.
  • Stakeholder & Communication Management Experience coordinating across multiple contractor teams and downstream system dependencies in a highly distributed federal environment. Strong verbal and written communication skills, with the ability to prepare and deliver executive-level briefings and status materials. Acts as a technical liaison with vendors, customers, and stakeholders.
  • Tools & Systems Proficiency with Atlassian JIRA, HP ALM, and Microsoft SharePoint for project tracking and document management.
  • Risk Management Develops and maintains a comprehensive Risk Management Plan (RMP), proactively identifying, assessing, prioritizing, and mitigating technical, organizational, and schedule risks throughout the contract lifecycle. Reviews the risk log at weekly status meetings and escalates newly identified risks to the COR immediately, presenting proposed mitigation strategies for agreement.
  • Schedule Management Develops and maintains an Integrated Master Schedule (IMS) and Work Breakdown Schedule (WBS) covering all project activities across task areas, updating the schedule weekly and uploading to FDA SharePoint.
  • Reporting Prepares and submits all required reporting on schedule: Bi-Weekly Status Reports covering accomplishments, risks, issues, and action items; Monthly Status Reports (MSR); Monthly Financial Reports (MFR); and Executive Leadership Briefing packages.


Requirements

Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, or a related field with 6+ years of relevant experience; or a Master's degree with 4+ years.
  • Substantial experience in full software development lifecycle delivery in federal IT environments.
  • Forethought, with the capacity to identify, minimize and manage risks.
  • Knowledge and experience with software development lifecycle and processes.
  • Experience with Agile software development methodology.
  • Experience working with Jira.
  • Proven ability to facilitate and run exceptional meetings.
  • Experience conducting client management activities.
  • Outstanding written and verbal communication skills.
  • Solid interpersonal skills; demonstrable team-building skills, proven leadership ability.


Preferred Qualifications
  • Prior experience supporting FDA programs
  • Experience with AI-enabled requirements gathering tools, including use of AI to transcribe and summarize stakeholder meetings into structured user stories, acceptance criteria, and technical specifications.
  • Experience with Tableau, dashboard requirements definition, or data analytics program support.
  • Certified Scrum Master, or Certified Product Owner certification.
